Este artigo trata do processo de construção deindicadores de qualidade no campo da avaliaçãoeducacional e, mais especificamente, da avaliaçãode políticas e programas educacionais. O objetivoé promover uma discussão sobre duas questõesarticuladas: num primeiro momento, tratar os aspectosepistemológicos e teórico-metodológicosenvolvidos no processo de construção de indicadoresnas ciências sociais; e, num segundo, refletirsobre os limites e possibilidades da construção deindicadores de qualidade no campo da avaliaçãoeducacional com base nas abordagens teóricasmais recentes sobre qualidade em educação esobre avaliação. Para proceder à discussão adotamosuma perspectiva epistemológica que buscafocalizar a questão a partir da relação entre adefinição de modelos de avaliação educacional eos problemas de validez que permeia o processode construção do conhecimento, os obstáculosenvolvidos na relação que estabelece entre opesquisador social (no caso específico, o avaliador)e o conhecimento a ser produzido, bem como aquestão do seu uso social e político que remeteao sentido atribuído para o termo qualidadeem educação. Na conclusão o artigo apresentauma proposição provisória de um conjunto deestratégias que podem ser considerados comonorteadores para a construção de modelos deavaliação de políticas e programas educacionais ede indicadores de qualidade.
