From a review of current regulations and directives, and from personal visits to Army Materiel Command, HQ Air Force, and HQ AF Systems Command, the two requirements processes are described. The review and approval cycles for the primary requirements documents (the Army OCO, LOA, and ROC and the Air Force ROC) are described in detail. The processes are then compared for significant differences.
