Book Description
Government failure is affecting everyone. The single mum worried sick by a tax credit demand from HMRC to 'repay' thousands of pounds she never received; the family whose holiday was ruined because the Passport Office couldn't issue passports in time; the school that couldn't open at the start of term because CRB checks were being carried out by an organisation in meltdown; the farmers led to bankruptcy and even suicide by a Kafkaesque system for administering farm payments; and rail operators facing an uncertain future because the Department for Transport inadvertently landed the whole rail franchising system in chaos. Why is government getting it so wrong? Richard Bacon and Christopher Hope delve into the astonishing world of cock-ups and catastrophes and ponder why those at the top continue to fall short.

Book Description
In this book, Katarzyna Granat analyses and evaluates Europe's experience with the Early Warning System (EWS) which allows national parliaments to review draft legislative acts of the European Union for their compatibility with the subsidiarity principle. The EWS was introduced in response to the perceived 'democratic deficit' of the EU and its 'creeping' competences, and represented one of the landmark reforms of the Lisbon Treaty. The purpose of this book is to present and critically analyse the functioning of the new mechanism of subsidiarity review and the role that national parliaments have played within this system. Compared to the existing leading publications on the Europeanisation of national parliaments and contributions on the EU principle of subsidiarity, this book offers – for the first time – a profound legal analysis of the procedure enriched by a comprehensive empirical analysis of the activities of national parliaments. It is directed at scholars of EU law and policy, European and national officials, and legal practitioners working in and with the national legislatures.

Book Description
The Committee shares the Commission's concerns about the risk that these substances pose to all EU citizens, and supports the EU's work towards common definitions and information-sharing assisted by the European Monitoring Centre for Drugs and Drug Addiction, as well as Europol's efforts to fight drug trafficking more generally. However, it does not agree that the best place to take decisions to ban new psychoactive substances is at EU level. They do not allow the requisite level of flexibility for Member States to respond rapidly to local situations and to make their own decisions about the threats posed by new psychoactive substances and the appropriate response. The Committee considers that the proposed Regulation and Directive do not comply with the principle of subsidiarity, which means that decisions should be made at the lowest appropriate level - in this case, by each Member State

Book Description
About the first edition: "School governors will find this a sound and practical guide to the nature of their responsibilities and the process of managing their workload. It is well researched, based on vast experience, illustrated from the best practice, free from jargon – and always interesting." Joan Sallis. Described by the National Association of Governors and Managers as "definitely a ‘must’ for your bookshelf"; reviewed in the Times Educational Supplement as an "essential guide to help governors". This book is about governing schools – about how a governing board made up largely of ‘ordinary’ people with no professional educational experience, working in partnership with professional leaders, can help to make schools better. It is intended for governors in schools in England and Wales, in other parts of the world where lay people engage in school leadership, and for people who work with governors. Improving School Governance examines: How school governors got to be where they are today How governing boards do their jobs How individual governors can best contribute to their schools Governors’ accountability The nature of governors’ meetings The rights that governors have The relationships between governors and the headteacher The role of governing boards in school inspection Governors’ relationships with parents and the wider community How to evaluate the performance and impact of governing boards What the future might hold for state-funded schools and their governance What national strategic issues will need to be addressed by governing boards in the next five to ten years
