2013-06-17 Energy Conservation Program - Energy Conservation Standards for Standby Mode and Off Mode for Microwave Ovens - Final Rule (US Energy Efficiency and Renewable Energy Office Regulation) (EERE) (2018 Edition) The Law Library presents the complete text of the 2013-06-17 Energy Conservation Program - Energy Conservation Standards for Standby Mode and Off Mode for Microwave Ovens - Final Rule (US Energy Efficiency and Renewable Energy Office Regulation) (EERE) (2018 Edition). Updated as of May 29, 2018 The Energy Policy and Conservation Act of 1975 (EPCA), as amended, prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment. Microwave ovens are covered products under EPCA, although there are no existing microwave oven standards. DOE has already previously determined that active mode standards are not warranted. The Energy Independence and Security Act of 2007 (EISA 2007) amended EPCA to require any final rule adopted after July 1, 2010 establishing or revising energy conservation standards for covered products, including microwave ovens, to address standby mode and off mode energy use. In this final rule, DOE is only adopting energy conservation standards for microwave oven standby mode and off mode. It has determined that the amended energy conservation standards for these products in standby mode and off mode would result in significant conservation of energy, and are technologically feasible and economically justified. 2015-07-01 Energy Conservation Program - Test Procedures for Conventional Ovens - Final Rule (US Energy Efficiency and Renewable Energy Office Regulation) (EERE) (2018 Edition) The Law Library presents the complete text of the 2015-07-01 Energy Conservation Program - Test Procedures for Conventional Ovens - Final Rule (US Energy Efficiency and Renewable Energy Office Regulation) (EERE) (2018 Edition). Updated as of May 29, 2018 On December 3, 2014, the U.S. Department of Energy (DOE) issued a supplemental notice of proposed rulemaking (SNOPR) to amend the test procedures for conventional cooking products. The oven-related procedures proposed in that rulemaking serve as the basis for this final rule. As part of the SNOPR, DOE proposed to incorporate methods for measuring conventional oven volume, clarified that the existing oven test block must be used to test all ovens regardless of input rate, and proposed a method to measure the energy consumption of conventional ovens equipped with an oven separator. Additionally, DOE proposed technical corrections to the units of measurement in certain calculations. This final rule amends the current procedure to include the proposed changes listed above, as well as clarifications to certain definitions, that will take effect 30 days after the final rule publication date. These changes will be mandatory for product testing to demonstrate compliance with any new or amended energy conservation standards when they take effect and for representations of the energy consumption of conventional ovens starting 180 days after publication. 2016-12-16 Energy Conservation Programs - Test Procedures for Cooking Products - Final Rule (US Energy Efficiency and Renewable Energy Office Regulation) (EERE) (2018 Edition) The Law Library presents the complete text of the 2016-12-16 Energy Conservation Programs - Test Procedures for Cooking Products - Final Rule (US Energy Efficiency and Renewable Energy Office Regulation) (EERE) (2018 Edition). Updated as of May 29, 2018 On August 22, 2016, the U.S. Department of Energy (DOE) issued a supplemental notice of proposed rulemaking to amend the test procedure for conventional cooking products. That proposed rulemaking serves as the basis for this final rule. Specifically, this final rule amends DOE's test procedure for conventional electric cooking tops to incorporate by reference the relevant sections from European standard EN 60350-2:2013 "Household electric cooking appliances Part 2: Hobs-Methods for measuring performance" (EN 60350-2:2013). This final rule also includes methods for testing non-circular electric surface units, electric surface units with flexible concentric cooking zones, and full-surface induction cooking tops based on EN 60350-2:2013. In addition, DOE extends the test methods in EN 60350-2:2013 to measure the energy consumption of gas cooking tops by correlating test equipment diameter to burner input rate, including input rates that exceed 14,000 British thermal units per hour. This final rule also includes methods to calculate annual energy consumption and integrated annual energy consumption for conventional cooking tops based on the water-heating test method and provides updates to the sampling plan requirements. The final rule includes minor technical clarifications to the gas heating value correction and other grammatical changes to the regulatory text in the cooking products test procedure that do not alter the substance of the existing test methods. This final rule also repeals the regulatory provisions establishing the test procedure for conventional ovens under the Energy Policy and Conservation Act. DOE has determined that the conventional oven test procedure does not accurately represent consumer use as it favors conventional ovens with low thermal mass and does not capture cooking performance-related benefits due to increased thermal mass of the oven cavity. Updated as of May 29, 2018 On February 4, 2013, the U.S. Department of Energy (DOE) issued a notice of proposed rulemaking (NOPR) to amend its test procedure for residential furnaces and boilers, which serves as the basis for today's action. This final rule amends that test procedure by adopting new equations to facilitate calculation of the annual fuel utilization efficiency (AFUE) for certain classes of products when omitting specified heat-up and cool-down tests, as allowed under the test procedure if applicable criteria are met. The relevant industry test procedure, which is incorporated by reference in the current DOE test procedure, lacks equations necessary for the calculation of the heating seasonal efficiency (which contributes to the ultimate calculation of AFUE) of two-stage and modulating condensing furnaces or boilers when the option to omit the heat-up and cool-down tests is employed. This final rule revises the DOE test procedure to rectify this omission by adopting additional equations for the calculation of the part-load efficiencies at the maximum input rate and reduced input rates for two-stage and modulating condensing furnaces and boilers when the manufacturer chooses to omit the heat-up and cool-down tests under the test procedure.
