State Policy Choices
Author: Sheldon Danziger
Publisher: Univ of Wisconsin Press
ISBN: 9780299117146
Category : Business & Economics
Languages : en
Pages : 316
Book Description
With one foot in the rustbelt and the other in the depressed farm economy, Wisconsin, like other states, has plenty of problems. Balancing state expenditures and revenues, expanding economic development, containing medical costs, distributing resources to the needy, reducing financial stress on farmers, and responsibly exploiting natural resources, all are issues discussed in this volume by a variety of experts in a broad range of disciplines. Reductions in federal expenditures have forced important decisions on state and local governments. With its progressive heritage, Wisconsin has often served as a model of wise policymaking. This book is divided into three major sections: Budgets, Finances, and Conditions for Economic Development; Human Need and Human Services; and Agricultural and Natural Resources Policy. An introduction by the editors delineates the unifying themes. Although the issues are all set in the Wisconsin context, many of the problems, proposed solutions, and the innovative programs described in the volume will be of interest to those involved in or studying state and local policymaking in other states.

American Health Care
Author: Charles J. Dougherty
Publisher: Oxford University Press
ISBN: 0199748675
Category : Medical
Languages : en
Pages : 242
Book Description
Is our present health care system biased against people with limited education and income? Does every American have a moral right to health care? If so, what kinds of care and how much? In a provocative look at American health care delivery, Charles J. Dougherty considers these and many other questions. His book fills an important niche in contemporary medical ethics and public health literature by combining a description and analysis of the American health care system--as it actually operates today--with an assessment of recent philosophical writings on justice. In the first section, Dougherty describes inequalities in health care delivery to blacks, the poor, and the less educated. He then reviews the philosophical theories of utilitarianism, egalitarianism, contractarianism, and libertarianism; applies them to health care issues; and argues for a moral right to health care. He considers available policy alternatives, concluding that the empirical data and our understanding of justice and human rights should commit us to a national health care plan supported by national health insurance.
