Mountains, deserts, savannahs and the polar regions are fragile both in their ecologies and the cultures of their inhabitants. These fragile environments are characterised by a marked seasonality, and many human activities are limited to clearly defined times of the year. Environmental impacts arise not only from traditional economic activities, but also from tourism which has recently grown rapidly in many of these environments around the world. The International Development Committee believes the Government is right to increase aid to fragile and conflict-affected states, such as Rwanda and the Democratic Republic of Congo (DRC) , but it must prepared suspend or even cancel a programme if a Government flouts agreements or refuses to engage in efforts to increase transparency and accountability. The MPs urge DFID to set out specific governance conditions under which it will provide direct budget support to fragile states, and any under which it will be withdrawn and apply these consistently. They also recommend that DFID invest more in community-led local initiatives which respond to community priorities and give communities more confidence to hold their governments to account. Two case studies of Rwanda and the DRC highlight areas of concern. Rwanda is heavily dependent on aid which provides 45% of government expenditure. The UK will provide £90 million to Rwanda in 2014-15. While Rwanda has made progress in reducing poverty, concerns have been expressed about its human rights record and the lack of political pluralism. The Committee urges the UK Government to use its position as the largest bilateral donor to Rwanda to insist on improvements to the country's governance. In the DRC there is concern about high levels of violence against women and girls. DFID should give greater priority to tackling this in its programme and include the reduction of violence against women in its results framework for the DRC.

Countries exiting conflict and fragility face many urgent priorities and almost invariably suffer from substantial infrastructure deficits. There is typically very little infrastructure investment during periods of fragility and conflict, and existing installations are often damaged or destroyed. The purpose of this manual is to contribute to improvements in the quality of infrastructure regulation. It does so by identifying key principles for the governance of infrastructure regulators and by suggesting how these principles can be introduced successfully and maintained over time. The introduction of cross-cutting governance principles for regulators is based on the assumption that a uniform set of governance principles can be less costly and complex for governments to implement and enforce and will provide potential investors with a more consistent and predictable regulatory environment to navigate. The manual also discusses the process of implementing regulatory governance reforms in fragile contexts. Improvements in governance frameworks for infrastructure regulators will support better and accountable regulatory decision-making, as well as increased investment and overall economic development. Case studies from relevant country experience complement and provide context to the discussion on principles.
