Book Description
The Colorado Department of Transportation (CDOT) is currently investigating approaches to reduce the frequency and severity of work-related injuries. The incident rates for CDOT are significantly higher than those achieved by some private organizations (e.g., Kiewit) and comparable DOTs. One element in determining the current state of safety practices within CDOT is evaluation of Job Safety Analysis Forms (JSAs) and their current use. This study examined the effectiveness of these forms in terms of worker perspectives and the overall organizational strategies associated with the forms. Study results indicate that CDOT has a mixed record for implementing JSAs. There is a very positive attitude towards the JSAs and a strong willingness by workers to enhance the safety record. However, this positive is balanced by an equally strong negative aspect in terms of actual usage of JSAs in relation to the intent of the program.

Book Description
Positive protection is defined by Federal Highway Administration (FHWA) as "devices that contain and/or redirect vehicles and meet the crash worthiness evaluation criteria contained in NCHRP Report 350." By this definition, positive protection devices should prevent intrusion into the work area. These guidelines address the use of positive protection devices in work zones.

Book Description
This is the second of a two-part research effort to determine how to improve the effectiveness of CDOT safety efforts. This effort focuses on the safety culture within CDOT and the effectiveness of the CDOT safety programs on improving safety culture. The study used a survey approach based on interviews with senior safety officials to determine the scope of the survey questions. Based on the survey results, it is recommended that CDOT continue to engage in culture enhancement activities. Of particular importance is the continued discussion of the Excellence in Safety program and the undertaking of a follow-up effort to understand why specific regions have a higher level of implementation and change than others. Additionally, the effort needs to focus on understanding the differences in perception between supervisory and field crew personnel.

Book Description
The Colorado-specific safety knowledge base, developed and effectively applied in the design process at CDOT, is not yet used to inform the planning process. This report transfers the use of these Colorado-specific, predictive and diagnostic tools to the transportation planning process. It develops a proposed methodology for the Explicit Consideration of Safety in the Transportation Planning Process by focusing on science-based and data-driven project selection, which considers susceptibility to cost-effective correction, rather than simply observed frequency and severity of crashes. This methodology will aid in ranking and prioritizing safety aspects of projects in concert with other attributes, such as mobility, air quality, noise, etc. It effectively translates state-of-the-art safety analysis techniques into an applied, practical methodology that transportation planners and practicing engineers can use.
