In this paper we provide an account of most of the passive labor market policies (unemployment compensation, social assistance, state social support and the pension system) in the Czech Republic during the 1990-1996 period. The eligibility requirements and benefit levels are described in great detail. Using Labor Force Survey data, we compare the characteristics of unemployed people receiving unemployment benefits with those receiving social assistance and those not receiving any benefits and we find significant differences in their characteristics. Finally, we provide an analysis of the work disincentive effects of the unemployment and social assistance benefits by comparing these benefits to market wages and by analyzing the effect of being in the system on the duration of unemployment of two cohorts of unemployed in 1994 and 1995. We find that social assistance benefits are fairly generous for low income families with more children, individuals with these characteristics have a higher probability of receiving social assistance and they tend to stay unemployed longer than those people with relatively fewer dependants. We conclude that the social assistance scheme seems to be having some disincentive effects for at least one group in the population.

This study analyzes the performance of social assistance and family benefit programs in eight new member states of the European Union from the perspective of fiscal impact and effectiveness. It is based on household survey data for six of the countries, as well as budget data and information on program design collected at the national level. The paper finds that, although social assistance programs in the new member states are small in terms of coverage and expenditure levels (reaching 2 to 5 percent of the population), the programs are an important safety net for the poor. Programs are relatively well targeted, with between 30 and 60 percent of resources going to the poorest quintile of the population. For those who receive them, benefits can make up as much as 37 percent of average consumption of the poor.

In this paper we investigate whether the potential disincentive effects of the Slovak benefit system have an actual meaning. Using data from subsequent labor force surveys we study the determinants of the outflow from unemployment to a job and the determinants of the outflow to out of the labor force. We find that single unemployed, highly educated unemployed and unemployed living in the capital Bratislava have higher exit rates both to a job and to out of the labor force. The characteristic with a distinctly different effect on both exit rates is the previous labor market position. We also find that there are fluctuations in the hazard rate over the duration of unemployment. However, these fluctuations are not very informative. The direct indicators of the type of unemployment benefit do not affect the exit rates, neither do the indirect indicators like, for example, the presence of young children. Although there are potential disincentive effects in the Slovak benefit system we find no evidence that these potential effects materialize.

The Commission's Directorate-General for Economic and Financial Affairs hosted a workshop on making-work-pay policies and indicators in March 2005, a particularly opportune moment to discuss these issues since it coincided with the new start for the Lisbon strategy with its increased focus on growth and jobs. Regulating the Risk of Unemployment offers a systematic comparative analysis of the recent adaptation of European unemployment protection systems to increasingly post-industrial labour markets. These systems were mainly designed and institutionalized in predominantly industrial economies, characterized by relatively standardized employment relationships and stable career patterns, as well as plentiful employment opportunities even for those with low skills. Over the past two to three decades they have faced the challenge of an accelerating shift to a primarily service-based economy, accompanied by demands for greater flexibility in wages and terms and conditions in low-skill segments of the labour market as well as pressures to maximise labour force participation given the more limited potential for productivity-led growth. The book develops an original framework for analysing adaptive reform in unemployment protection along three discrete dimensions of institutional change, which are termed benefit homogenization, risk re-categorization, and activation. This framework is then used to structure analysis of twenty years of unemployment protection reform in twelve European countries. In addition to mapping reforms along these dimensions, the country studies analyse the political and institutional factors that have shaped national patterns of adaptation. Complementary comparative analyses explore the effects of benefit reforms on the operation of the labour market, assess evolving patterns of working-age benefit dependency, and examine the changing role of active labour market policies in the regulation of the risk of unemployment.
