Over a 20-month period between September 1990 and April 1992, the Department of Energy (DOE), acting through Martin Marietta Energy Systems, Inc., managing contractor for the DOE Oak Ridge Field Office (DOE-OR), conducted a DOE-lead and DOE-funded time-critical removal action at the White Oak Creek Embayment (WOCE), pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The time-critical removal action specifically consisted of the design and construction of a sediment-retention structure across the mouth of WOCE to prevent off-site migration of sediments contaminated by cesium (137Cs) into the Clinch River. Construction of a sediment-retention structure was completed in mid-April 1992. The purpose of this report is to meet the substantive requirements of 40 CFR 300.165 describing à̀ complete report on the removal operation and the actions taken. ̀̀This section of the NCP specifically addresses on-scene coordinator reports for the Environmental Protection Agency (EPA) Superfund-lead actions and includes several elements that are not applicable to this DOE-lead action. Only those sections that are pertinent and applicable are addressed in this final report.
