Monitoring progress toward women’s empowerment requires tools that reflect its underlying concepts. Cognitive interviewing is a qualitative approach for identifying sources of error in how respondents respond to survey items. This study identifies cognitive errors in survey modules included in the project level Women’s Empowerment in Agriculture Index for Market Inclusion (pro-WEAI+MI) in Benin and Malawi. Comprehension, retrieval, judgment, and response errors were all found to different degrees in the nine modules comprising the survey instrument. There are variations in findings by country context and, to a lesser extent, gender. The findings of this study informed revisions to the pro-WEAI+MI survey instrument and offer insights into how best to design survey modules used for monitoring progress toward gender equality in agricultural value chains and development efforts.

Many development agencies design and implement interventions that aim to reach, benefit, and empower rural women across the value chain in activities ranging from production, to processing, to marketing. Determining whether and how such interventions empower women, as well as the constraints faced by different value chain actors, requires quantitative and qualitative tools. We describe how we adapted the project-level Women’s Empowerment in Agricultural Index (pro-WEAI), a mixed-methods tool for studying empowerment in development projects, to include aspects of agency relevant for multiple types of value chain actors. The resulting pro-WEAI for market inclusion (pro-WEAI+MI) includes quantitative and qualitative instruments developed over the course of four studies. Studies in the Philippines (2017), Bangladesh (2017), and Malawi (2019) were intended to diagnose areas of disempowerment to inform programming, whereas the Benin (2019) study was an impact assessment of an agricultural training program. The pro-WEAI+MI includes all indicators included in pro-WEAI, plus a dashboard of complementary indicators and recommended qualitative instruments. These tools investigate the empowerment of women in different value chains and nodes and identify barriers to market access and inclusion that may restrict empowerment for different value chain actors. Our findings highlight three lessons. First, the sampling strategy needs to be designed to capture the key actors in a value chain. Second, the market inclusion indicators cannot stand alone; they must be interpreted alongside the core pro-WEAI indicators. Third, not all market inclusion indicators will be relevant for all value chains and contexts. Users should research the experiences of women and men in the target value chains in the context of the programto select priority market inclusion indicators.

One of the Sustainable Development Goals (SDGs) is reducing food loss and waste (FLW) across all stages of food value chains, including the on-farm production, the off-farm postharvest, processing, and distribution, and the household consumption stages. We employ general equilibrium models for Bangladesh, Kenya, and Nigeria to assess the economywide implications of reducing FLW at different stages of value chains. Halving FLW results in GDP increases of between 1.1 and 2 percent, with up to 13 million people lifted out of poverty across the three countries. Diets also improve – especially in Kenya and Nigeria – due to greater availability and lower prices of healthy foods such as fruits and vegetables. Although most of the gains originate from reducing FLW in the on-farm production stage, strong intersectoral linkages mean around 30 percent of measured GDP gains are realized in non-agricultural sectors. Reducing waste at the final consumption stage has small negative impacts on GDP as households purchase less food without reducing their food intake. We conclude that the significant economywide gains provide a justification for adopting FLW reduction strategies, although costing the policy and investment options needed to reduce FLW is an important area for future research.

In this paper, the authors describe the adaptation and validation of a project-level WEAI (or pro-WEAI) that agricultural development projects can use to identify key areas of women’s (and men’s) disempowerment, design appropriate strategies to address identified deficiencies, and monitor project outcomes related to women’s empowerment. The 12 pro-WEAI indicators are mapped to three domains: intrinsic agency (power within), instrumental agency (power to), and collective agency (power with). A gender parity index compares the empowerment scores of men and women in the same household. The authors describe the development of pro-WEAI, including: (1) pro-WEAI’s distinctiveness from other versions of the WEAI; (2) the process of piloting pro-WEAI in 13 agricultural development projects during the Gender, Agriculture, and Assets Project, phase 2 (GAAP2); (3) analysis of quantitative data from the GAAP2 projects, including intrahousehold patterns of empowerment; and (4) a summary of the findings from the qualitative work exploring concepts of women’s empowerment in the project sites. The paper concludes with a discussion of lessons learned from pro-WEAI and possibilities for further development of empowerment metrics.

Cognitive interviewing, based on the self-report methods of Ericsson and Simon, is a key form of qualitative research that has developed over the past thirty years. The primary objective of cognitive interviewing, also known as cognitive testing, is to understand the cognitive mechanisms underlying the survey-response process. An equally important aim is contributing to the development of best practices for writing survey questions that are well understood and that produce low levels of response error. In particular, an important applied objective is the evaluation of a particular set of questions, items, or other materials under development by questionnaire designers, to determine means for rewording, reordering, or reconceptualizing. Hence, as well as providing an empirical, psychologically oriented framework for the general study of questionnaire design, cognitive interviewing has been adopted as a 'production' mechanism for the improvement of a wide variety of survey questions, whether factual, behavioral, or attitudinal in nature. As with other methods that rely on qualitative data, cognitive interviewing has increasingly been criticized for being lax in the critical area of the development of systematic methods for data reduction, analysis, and reporting of results. Practitioners tend to conduct cognitive interviewing in varying ways, and the data coding and compilation activities undertaken are often nonstandardized and poorly described. There is a considerable need for further development--and documentation--relating not only to a description of this variation but also to providing a set of recommendations for minimal standards, if not best practices. When designing and evaluating policies and projects for women’s empowerment, appropriate indicators are needed. This paper reports on the lessons learned from two rounds of pretesting and cognitive testing of the project-level Women’s Empowerment in Agriculture Index (pro-WEAI) in a total of five States/Regions in Myanmar. We assess if respondents understand the modules as intended and which questions require modification based on the cultural context. We find that the questions also present in the abbreviated WEAI are generally well understood, particularly on instrumental and group agency. The challenge to respond to hypothetical and abstract questions did become apparent in the domains representing intrinsic agency, and was problematic for questions on autonomy and self-efficacy. Also, the internationally validated questions on attitudes towards domestic violence were too abstract, and responses depend on the scenario envisioned. We also suggest including an adapted version of the module on speaking up in public, to reinforce the domain on collective agency. Our findings provide an encouraging message to those aspiring to use pro-WEAI, but emphasize the need for continued attention for context-specific adjustments and critical testing of even those instruments that are widely used and deemed validated.
