Barely having had the time to digest the economic and social aftershocks of the Great Recession, European welfare states are confronted with the even more disruptive coronavirus pandemic as probably, threatening the life of the more vulnerable, while incurring job losses for many as the consequence of the temporal "freezing of the economy" by lockdown measures. Before the Covid-19 virus struck, the new face of the digital transformation and the rise of the 'platform' economy already raised existential questions for future welfare provision. The Great Lockdown - if anything - is bound to accelerate these trends. Greater automation will reinforce working from home to reduce Covid-19 virus transmission risks. At the same time, the Great Lockdown will reinforce inequality, as the poor find it more difficult to work from home, while low-paid workers in essential service in health care, supermarket retail, postal services, security and waste disposal, continue to face contagion risks. And although popular conjectures of 'jobless growth' and 'routine-biased' job polarization, driven by digitization and artificial intelligence, may still be overblown, intrusive change in the nature of work and employment relations require fundamental rethinking of extant labour market regulation and social protection. Inspired more by adverse family demography than technological change, social investment reform has been the fil rouge of welfare recalibration since the turn of the century. Is social investment reform still valid in the new era of 'disruptive' technological transformation in aftermath of Coronavirus pandemic that is likely to turn into the worst recession since the second world war? Empirically, this chapter explores how Germany, Italy and the Netherlands, in terms of the strengths and vulnerabilities of their labour market to digitization, together with their respective social investment aptitude, are currently preparing their welfare states for the intensification of technological change in the decade ahead.

This volume explores how digitalization—in different forms—affects the welfare state. Digitalization is likely to have a lasting impact on work, welfare, and the distribution of income. It will radically transform not only social risks in health, education and the labour market, but also the means by which these risks are addressed. The volume studies how digitalization affects policies as well as the underlying power relationship between actors, i.e. the politics of the welfare state. The volume brings together internationally renowned welfare-state scholars to identify - the socio-economic challenges that result from rapid technological change; - the ensuing political conflicts and struggles in the domain of welfare state reform broadly defined; - how these changes challenge and shape existing labour market and welfare state arrangements. This wide-ranging comparative analysis of contemporary and future changes in welfare states looks at the different trajectories of the welfare states of Europe, North America, the Antipodes, and the emerging scenarios in Latin America, East Asia and Central and Eastern Europe. The contributors are sceptical about the neo-liberal formula for reform, not only because it increases inequality but also because it does not address the growing need for an active social investment policy to ensure against entrapment in poverty or low-paid jobs.

Social investment is part of a strategy to modernize the European welfare states by focusing on human resource development throughout the life-course, while ensuring financial sustainability. The last decades have seen cost containment in areas such as pensions and health care, but also expansion in areas such as early childhood education, higher education and active labor market policies. This development is linked to a Social Investment (SI) approach, which should, ideally, promote a better reconciliation of work and family life, high levels of labor market productivity and strong economic growth, while also mitigating social inequality. However, institutionalization of policies that may mainly benefit the middle class has some unintended effects, such as perpetuating new inequalities and the creation of other Matthew effects. While research on the rise of the social investment state as a new paradigm of social policy-making for European welfare states has grown significantly, there are still important gaps in the literature. The chapters in this book address the controversies around social investment related to inequalities, individual preferences and the politics of social investment. This volume is therefore organized around policies, politics and outcomes. The contributing authors bring together expert knowledge and different perspectives on SI from several disciplines, with original path-breaking empirical contributions, addressing some key questions that thus far are unanswered, related to Matthew effects, inequalities, ambiguities of social investment and institutional complementarities. Welfare states around the globe are changing, challenged by the development of knowledge economies. In many countries, policy-makers' main response has been to modernize welfare states by focusing on future-oriented social investment policies that focus on creating, mobilizing, and preserving human skills and capabilities. Yet, there is massive variance in the development of social investment strategies. The World Politics of Social Investment: Welfare States in the 21st Century is the first of two volumes of the World Politics of Social Investment (WOPSI) project, which systematically maps and explains different welfare reform strategies in democratic countries around the world. This volume develops a theory on the political and socio-economic conditions for the development of social investment policies around the globe, and studies the impact of the main explanatory factors on the empirical variety of social investment reforms (and non-social investment reforms). This book provides international and transdisciplinary perspectives on Hyperprecarity and Social Structural Transformations in European Societies, USA and Russia enforced through other special transformation processes such as digitalisation, migration and demographic change. It has been observed that precarity and social insecurity do not refer any longer only to certain groups of the society such as unemployed people or to those ones who are ‘traditionally’ more in need of social benefit etc. but it accompanies and affects greater parts of the society, particularly those sections of the middleclass who conceive their social identity merely via their work ethics. Consequentially new forms of social exclusion are being producing taxing the traditional social cohesion in European societies due to the demand of new forms of flexibility and mobility from the working people. This process can be termed with the notion 'Hyperprecarisation'.
