Appendix E discusses only the social and environmental implications of the regional wastewater management systems, Appendix F describes the impacts of each alternative system on existing institutional arrangements in the area, and Appendix G evaluates the alternatives with respect to the implications from a local, regional and national standpoint. These 3 appendices address the final array of 5 wastewater management alternatives developed in this planning study. Each alternative is unique to itself and represents many advantages and disadvantages depending on the viewpoint of the observer. Alternative I is a reference base reflecting a consolidation of local planning concepts and is designed to meet existing water quality standards established by Illinois and Indiana. The remaining 4 alternatives employ 3 distinctly different treatment technologies to achieve water quality levels in keeping with the National goal of eliminating pollutant discharges into navigable waters by 1985 expressed in PL 92-500.

The purpose of this Appendix is to present the perspective that the various governmental agencies, citizen groups and individuals have in relation to each of the alternative wastewater treatment technologies, areawide systems and planning options considered during the final stages of this study. The study addresses highly technical and unfamiliar issues, and has sought to include a multitude of related items dealing not only with environmental concerns but also the social aspects and the regional needs. Thus, after examining the impacts that have been quantified or qualified as part of the study effort, it has become readily apparent that there is no one 'best' solution as such. Because this was a planning study, there will be no recommendations made regarding any of the technologies or the alternative wastewater management systems.
