This book is a contribution to the global history of the transfer of political ideas, as exemplified by the case of modern Ethiopia. Like many non-European nation-states, Ethiopia adopted a western model of statehood, that is, the nation-state. Unlike the postcolonial polities that have retained the mode of statehood imposed on them by their colonial powers, Ethiopia was never successfully colonized leaving its ruling elite free to select a model of ‘modern’ (western) statehood. In 1931, via Japan, they adopted the model of unitary, ethnolinguistically homogenous nation-state, in turn copied by Tokyo in 1889 from the German Empire (founded in 1871). Following the Ethiopian Revolution (1974) that overthrew the imperial system, the new revolutionary elite promised to address the ‘nationality question’ through the marxist-leninist model. The Soviet model of ethnolinguistic federalism (originally derived from Austria-Hungary) was introduced in Ethiopia, first in 1992 and officially with the 1995 Constitution. To this day the politics of modern Ethiopia is marked by the tension between these two opposed models of the essentially central European type of statehood. The late 19th-century ‘German-German’ quarrel on the ‘proper’ model of national statehood for Germany – or more broadly, modern central Europe – remains the quarrel of Ethiopian politics nowadays. The book will be useful for scholars of Ethiopian and African history and politics, and also offers a case in comparative studies on the subject of different models of national statehood elsewhere.

Examines the complex ecology of quasi-public and privatized institutions that mobilize and administer many of the political, administrative, and fiscal resources of today’s metropolitan regions In recent decades metropolitan regions in the United States have witnessed the rise of multitudes of “shadow governments” that often supersede or replace functions traditionally associated with municipalities and other local governments inherited from the urban past. Shadow governments take many forms, ranging from billion-dollar special authorities that span entire urban regions, to public–private partnerships and special districts created to accomplish particular tasks, to privatized gated communities, to neighborhood organizations empowered to receive private and public funds. They finance and administer public services ranging from the prosaic (garbage collection and water utilities) to the transformative (economic development and infrastructure). Private Metropolis demonstrates that this complex ecosystem of local governance has compromised and even eclipsed democratic processes by moving important policy decisions out of public sight. The quasi-public institutions of urban governance generally escape the budgetary and statutory restraints imposed on traditional local governments and protect policy decisions from the limitations and vagaries of electoral politics. Moving major policy decisions into a privatized and corporatized realm facilitates efficiency and speed, but at the cost of democratic oversight. Increasingly, the urban electorate is left debating symbolic issues only tangentially connected to the actual distribution of the resources that affect people’s lives. The essays in Private Metropolis grapple with the difficult and timely questions that arise from this new ecology of governance: What are the consequences of the proliferation of special authorities, privatized governments, and public–private arrangements? Is the trade-off between democratic accountability and efficiency worth it? Has the public sector, with its messiness and inefficiencies—but also its checks and balances—ceded too much power to these new institutions? Urban Infrastructures creates space for an encounter between historians, humanists, and social scientists who seek new methodological approaches to the history of urban infrastructure. It draws on recent work across history, anthropology, science and technology studies, geography, resilience/sustainability, and other disciplines to explore the social effects of infrastructure. Historically Black colleges and universities (HBCUs) are a crucial element of higher education in the United States. As of 2021, there were more than 100 HBCUs, with a total enrollment of approximately 300,000 students. Many of the most famed figures in African American history attended HBCUs, and the alumni of these institutions have a strong track record of upward mobility and professional attainment. The authors revisit contemporary thinking on imperialism and anti-imperialism, drawing on the work of Rosa Luxemburg, one of the leading theorists after Marx, who attempted to understand the expansionary nature of capitalism from the heartlands to the peripheries.
