Cependant, malgré cette reconnaissance unanime autour de l'urgence d'agir, les États en question, du fait de la diversité de leurs intérêts, n'arrivent pas à s'entendre et converger sur les modalités d'action, transformant ainsi de fait la question climatique en un enjeu de puissance où le mieux disant est celui qui, du fait de sa maîtrise de la question peut s'imposer et rayonner dans la scène internationale ; d'où l'émergence de la climatopolitique stratégique internationale qui, dans son déploiement semble ignorer la centralité de l'homme et de ses droits fondamentaux au profit des considérations purement environnementales, économiques et stratégiques. Un tel constat m'a poussé à analyser les multiples atteintes aux droits dont est victime l'homme, tant du fait de la crise environnementale que du fait des politiques climatiques globales. C'est à ce titre que les droits de première et de seconde génération tels que ceux à la vie, l'alimentation, l'accès aux ressources, la santé, la participation à la gestion de la chose publique pour ne citer que ceux-là, ont été passés au crible. Toutefois, cette analyse nous fait remarquer que même si la climatopolitique actuelle ne s'occupe pas encore à proprement parler des droits de l'homme, l'on y note quand même une conscience grandissante des questions de justice, comme nous le montre le mécanisme REDD. Cette dimension, faut-il le noter, est un tremplin à travers lequel l'on peut initier une plus grande prise en compte des questions de droits de l'homme dans la climatopolitique internationale."

Built on 'the bend in the Red River', Hà Nội is among Southeast Asia's most ancient capitals. Over the centuries, it took shape in part from a dense substratum of villages. With the economic liberalisation of the 1980s, it encountered several obstacles to its expansion: absence of a real land market, high population densities, the government's food self-suffciency policy that limits expropriations of land and the water management constraints of this very vulnerable delta. Since the beginning of the new millennium, the change in speed brought about by the state and by property developers in the construction and urban planning of the province-capital poses the problem of integration of in situ urbanised villages, the importance of preserving a green belt around Hà Nội and the necessity of protection from flooding. The harmonious fusion of city and countryside, which has always constituted the Red River Delta's defining feature, appears to be in jeopardy. Working from a rich body of maps and field studies, this collective work reveals how this grass-roots urbanisation encounters 'top-down' urbanisation, or metropolisation. By combining a variety of disciplinary approaches on several different scales, through a study of spatial issues and social dynamics, this atlas not only enables the reader to gauge the impact of major projects on the lives of villages integrated into the city's fabric but also to re-establish the peri-urban village stratum as a fully-fledged actor in the diversity of this emerging metropolis.
