The Help America Vote Act of 2002 requires the states to develop a single, computerized voter registration data base (VRD) that is defined, maintained, and administered at the state level. To help the states with this task, the U.S. Election Assistance Commission asked the NRC to organize a series of workshops and prepare an interim report addressing the challenges in implementing and maintaining state VRDs. The EAC also asked the NRC to advise the states on how to evolve and maintain the databases so that they can share information with each other. This report provides an examination of various challenges to the deployment of state VRDs and describes potential solutions to these challenges. This interim report's primary focus is on shorter-term recommendations although a number of long-range recommendations are presented. The final report will elaborate on the long-range questions and address considerations about interstate interoperability of the VRDs.

The quality of voter registration lists has been at the center of debates about election administration in the United States for over a decade. Lists with excessive numbers of ineligible registrants, whether due to death, mobility, or other reasons, complicate the logistical task of running elections and an easy target for those concerned with the electoral integrity or voter fraud. This paper seeks to answer two questions regarding the accuracy of voter lists. First, how well do the registration cancellation rates line up with the rates we would expect to see given demographic trends? Second, when in an electoral should we expect that voter lists will be the most reflective of the population of registered and eligible voters. Using administrative and demographic data over four two-year election cycles, we find very strong evidence that voter lists are almost entirely absent of deceased registrants. On the other hand, the data suggest that election officials have a much more difficult time removing registration records of those who have moved out of the jurisdiction. We supplement these findings with data from Florida and Virginia which allow us to explore temporal variation in removal rates. We find that the states employ two different paradigms for registration list cleaning.

This book examines the dynamics behind shifts in voter registration rates across the states and adopts a framework of collaborative governance with election administration at its center. The book starts by introducing readers to the “voter registration gap,” an aggregate measure of variance in voter registration, and demonstrates how it fluctuates between federal elections. To explain why this variance exists, the author examines the relationship between federal reforms, such as the National Voter Registration Act (NVRA) and the Help America Vote Act; and state-level reforms, such as Online Voter Registration. Thessalia Merivaki argues that the weak relationship between the two is not surprising, since it hides dramatic variations in administrative practices at the local level, which take place in shorter intervals than the most frequently used two-year estimates. In closing, she shows that challenges to successfully registering to vote persist, largely because of how, when, and where eligible citizens have to register.
