This report on vocational education and training (VET) reform in Latvia is one of a series of country reports by the European Training Foundation on the reform process in partner countries. Chapter 1 provides basic data on the country. Chapter 2 describes the present situation and recent developments in VET. It covers main features of the educational system, strategic objectives for VET, and legislative framework. It looks at developments in these areas: administrative structure and decentralization; finance; adaptation of training to changes in the economy and society; identification of skills needs; quality standards and qualifications; promotion of continuing VET; social partners; involvement of enterprises in VET; equal opportunities; access to training; and vocational guidance and counseling. Chapter 3 describes international assistance and cooperation, including the European Union's Phare (VET reform) and Leonardo programs. Chapter 4 covers these challenges and further needs: skills needs analysis, institutional arrangements, and qualifications and training methods. Chapter 5 suggests these priorities for further assistance: reinforced legal framework for VET; VET research network; social partner involvement; restructuring of the rural network of VET schools as "integrated institutions"; national guidance and counseling system; and a national standards system. Almost all European countries face challenges in educating sufficient skilled workers. Particularly in countries with a predominantly school-based vocational training practical qualification takes mostly place only with complementary internships in companies; the relevant skills and competencies must be significantly improved and a high-quality must be achieved. The dual vocational training proved itself to be of high value in this context. Within the ICC4VET project, a sector competence centre was developed in Poland with the realisation of a dual vocational training at the Tadeusz Tanski Mechanical and Logistics School Complex. In addition, further training courses for vocational school teachers were developed and implemented. Special trainings for trainers in SMEs in countries with school-based vocational training were adapted and implemented. A further training course for technicians within the framework of a dual training course of two years with entitlement to study at a university of applied sciences was developed and implemented. In preparation for the introduction of dual Bachelor's programmes, implementation plans were drawn up for the expansion of the two-tier sector competence centres into a three-tier system of vocational training and innovation promotion. Book Description
One of a series of studies on vocational education and training, this review focuses on the vocational education and training (VET) in Sweden and concludes with policy recommendations. Over recent years, Sweden has launched a series of reforms to enhance involvement of social partners in VET, to increase provision of work-based learning in VET programmes and to promote apprenticeship. Higher vocational education and training launched in 2002 has been expanding. At the same time, numerous sectors are grappling with labour shortages increasing pressure on VET to better match the provision to changing demand for skills; and fewer young people opt for VET programmes than in the past. This report suggests several ways in which the Swedish VET system may respond to these challenges. Sweden may encourage co-operation between schools, for example by linking it to school evaluation and funding criteria. The report also argues that Sweden may further enhance social partners' involvement in VET by creating a framework for systematic social partners' involvement at the local level and by providing social partners with more responsibility over some aspects of VET.
