In the wake of September 11 through the U.S. invasion of Iraq, a key tenet of U.S. foreign policy has been that promoting democracy in the Arab world is an important strategy in reducing terrorism; at the same time, some policymakers and analysts have held that democracy has nothing to do with terrorism -- or even that the growth of democracy in the Middle East may exacerbate political violence. However, scant empirical evidence links democracy to terrorism, positively or negatively. This study examines whether such links exist by exploring the effects of liberalization processes on political violence in Egypt, Jordan, Bahrain, Saudi Arabia, Algeria, and Morocco from 1991 to 2006. Drawing on data on the incidence of terrorist violence, extensive fieldwork and interviews in each of the six countries, and primary and secondary literature from and about each country, Kaye et al. find that political reforms have, in some instances, helped to marginalize and undercut extremist actors, but that these effects tend to be short-lived if reforms fail to produce tangible results. Moreover, when regimes backtrack on even limited openings, the risks of instability and violence increase.

Terrorism remains one of the major threats facing the world community. While literature on the subject is dominated by discussion of the factors leading individuals and groups to join violent extremist, terrorist groups, the question of what can lead them to disengage from such groups is an equally important one. This book is the first study to provide a detailed analysis of both counter-radicalization and deradicalization programmes in eight Muslim-majority states, representing hitherto one of the largest, detailed, and most systematic inventory of such programmes in the world. Drawing on detailed case-studies from a number of countries, the book: traces the historical evolution of violent extremist groups and individuals in each country case study, including the period before independence; describes in detail states’ response to this phenomenon in each period; provides important empirical analyses for counter-and-deradicalization policies and programmes based on extensive fieldwork and interviews with state officials, former radicals, and members of civil society organizations in each country; provides a first systematic evaluation of the effectiveness and success of these programmes and policies; focuses simultaneously on factors that have led to deradicalization at an individual or organizational level, and on the macro environment, both external-global and internal, that encourages counter-radicalization and deradicalization of groups and individuals. This book presents a study of politico-ideological mobilisation and violence by focusing on the life stories, trajectories and narratives of individuals who mobilised for causes and conflicts in the Arab World. It provides a greater understanding of the biographical, sociological, political and historic factors pertinent for their radicalisation processes. What makes individuals identify with suffering and injustice, often of others and elsewhere? Why do individuals feel the need to stand up in the first place and how does violent action become a justifiable or necessary course of action? Why and how do they disengage from violence? This book, based on interviews conducted in Lebanon, Switzerland, and Canada, answers these questions. It presents new theoretical insights about politico-ideological mobilisation and violence. By focusing on grievances and grounding analysis in the empirical reality as it is shared and narratively constructed by those who are at the heart of the phenomenon, it moves beyond the moralistic and politicised debates that characterise the field. Interviewees include non-violent and violent engagement for causes and conflicts related to the Arab World, such as sympathisers or members of groups and causes from a variety of ideological orientations, including Shiite militias, Salafi-jihadist groups, radical left-wing groups, Palestine-specific, Kurdish groups, and others such as right-wing or unspecified affiliations. Islamists in the Arab states of North Africa are having little success in gaining political power. This is due to repressive security measures and popular despair over the violence on both sides, especially in Algeria and Egypt. Islamists in Algeria lost the presidential election held in November 1995, and the Muslim Brotherhood in Egypt bowed to government tactics of arrests and a ban on political activity in elections held last fall. The governments of Egypt, Tunisia, Algeria, and Morocco have probably reached a plateau in their use of intimidation tactics against Islamist critics. They seem to lack the imagination or will to try new, less dire strategies for dealing with opponents. As long as coercion seems to work, they will have little incentive to reform. As the more violent Islamic radical movements lose momentum, the risk increases that they will carry their struggle abroad. Over the past year, Egyptian diplomats in Europe and South Asia have been the targets of terrorist attacks, and Algerian extremists have been responsible for terrorism in France.

A groundbreaking investigation into why so many Islamic radicals are engineers The violent actions of a few extremists can alter the course of history, yet there persists a yawning gap between the potential impact of these individuals and what we understand about them. In Engineers of Jihad, Diego Gambetta and Steffen Hertog uncover two unexpected facts, which they imaginatively leverage to narrow that gap: they find that a disproportionate share of Islamist radicals come from an engineering background, and that Islamist and right-wing extremism have more in common than either does with left-wing extremism, in which engineers are absent while social scientists and humanities students are prominent. Searching for an explanation, they tackle four general questions about extremism: Under which socioeconomic conditions do people join extremist groups? Does the profile of extremists reflect how they self-select into extremism or how groups recruit them? Does ideology matter in sorting who joins which group? Lastly, is there a mindset susceptible to certain types of extremism? Using rigorous methods and several new datasets, they explain the link between educational discipline and type of radicalism by looking at two key factors: the social mobility (or lack thereof) for engineers in the Muslim world, and a particular mindset seeking order and hierarchy that is found more frequently among engineers. Engineers' presence in some extremist groups and not others, the authors argue, is a proxy for individual traits that may account for the much larger question of selective recruitment to radical activism. Opening up markedly new perspectives on the motivations of political violence, Engineers of Jihad yields unexpected answers about the nature and emergence of extremism.
