The drylands region shared by the United States and Mexico currently faces multiple sustainability challenges at the intersection of the human and natural systems. Warming and drying conditions threaten surface water and groundwater availability, disrupt land- and marine-based livelihood systems, and challenge the sustainability of human settlements. These biophysical challenges are exacerbated by a highly mobile and dynamic population, volatile economic and policy conditions, increased exposure to extreme events, and urbanization on marginal, vulnerable lands. The U.S. National Academies of Sciences, Engineering, and Medicine collaborated with the Mexican Academy of Sciences, Academy of Engineering, and the National Academy of Medicine to plan a 2-day binational workshop, Advancing Sustainability of U.S.-Mexico Transboundary Drylands. The workshop goals were to highlight the challenges facing the region, assess the scientific and technical capacity that each nation can bring to bear in addressing these challenges, and identify new opportunities for binational research collaboration and coordinated management approaches in the advancement of sustainability science and development. This publication summarizes the presentations and discussions from the workshop.

Water infrastructure is an essential element in water management. Together with institutions, policies and regulation, it provides basic services to growing populations, especially in developing countries, where much of the growth is taking place. In the Asia-Pacific region, for instance, populations are growing not only in size but also in affluence, straining further the existing infrastructure and demanding urgently the development of a new one. While 79% of total water use in Asia occurs in agriculture, the fastest increases in demand are emanating from industry and from urban areas. This trend is a natural consequence of the fastest industrialization and urbanization process in history. By 2030, more than 55% of Asia’s population will live in urban areas, an increase of 1.1 billion people. Nevertheless, water infrastructure is of concern not only in the global South but also in the North, where much of the drinking-water infrastructure needs upgrading or replacement, a significant undertaking as infrastructure is more than a hundred years old in many cases. The American Water Works Association estimates that changing all of the water pipes in the United States would cost more than USD 1 trillion. In this book, in-depth case studies on water infrastructure challenges and policy solutions are presented from different parts of the world. This book was published as a special issue of the International Journal of Water Resources Development.

The border region lies 100 kilometers/60 miles on each side of the U.S.-Mexican border and encompasses parts of four states in the United States and the six Mexican states of Baja California. Approximately 12 million people live in the U.S. counties and Mexican municipalities on the border. The high density of people and increased industrialization since the passage of NAFTA has placed an even greater burden on the inadequate infrastructure and environnmental resources of the region. Exacerbating the problem is the fact that many U.S. counties along the border are categorized as "economically distressed." and few communities possess the resources needed to address environmental concerns.
