Small Canadian cities confront serious social issues as a result of the neoliberal economic restructuring practiced by both federal and provincial governments since the 1980s. Drastic spending reductions and ongoing restraint in social assistance, income supports, and the provision of affordable housing, combined with the offloading of social responsibilities onto municipalities, has contributed to the generalization of social issues once chiefly associated with Canada's largest urban centres. As the investigations in this volume illustrate, while some communities responded to these issues with inclusionary and progressive actions others were more exclusionary and reactive--revealing forms of discrimination, exclusion, and "othering" in the implementation of practices and policies. Importantly, however their investigations reveal a broad range of responses to the social issues they face. Domestic homicide is violence that strikes within our most intimate relations. The most common strategy for addressing this kind of transgression relies on policing and prisons. But through examining commonly accepted typologies of high-risk intimate partner violence, Ardath Whynacht shows that policing can be understood as part of the same root problem as the violence it seeks to mend and provides an abolitionist frame for the most dangerous forms of intimate partner violence. This book illustrates that the origins of both the carceral state and toxic masculinity are situated in settler colonialism and racial capitalism and sees police homicide and domestic homicide as akin. Describing an experience of domestic homicide in her community and providing a deeply personal analysis of some of the most recent cases of homicide in Canada, the author inhabits the complexity of seeking abolitionist justice. In the early 1980s, a new category of crime appeared in the criminal law lexicon. In response to concerted advocacy-group lobbying, Congress and many state legislatures passed a wave of "hate crime" laws requiring the collection of statistics on, and enhancing the punishment for, crimes motivated by certain prejudices. This book places the evolution of the hate crime concept in socio-legal perspective. James B. Jacobs and Kimberly Potter adopt a skeptical if not critical stance, maintaining that legal definitions of hate crime are riddled with ambiguity and subjectivity. No matter how hate crime is defined, and despite an apparent media consensus to the contrary, the authors find no evidence to support the claim that the United States is experiencing a hate crime epidemic--instead, they cast doubt on whether the number of hate crimes is even increasing. The authors further assert that, while the federal effort to establish a reliable hate crime accounting system has failed, data collected for this purpose have led to widespread misinterpretation of the state of intergroup relations in this country. The book contends that hate crime as a socio-legal category represents the elaboration of an identity politics now manifesting itself in many areas of the law. But the attempt to apply the anti-discrimination paradigm to criminal law generates problems and anomalies. For one thing, members of minority groups are frequently hate crime perpetrators. Moreover, the underlying conduct prohibited by hate crime law is already subject to criminal punishment. Jacobs and Potter question whether hate crimes are worse or more serious than similar crimes attributable to other anti-social motivations. They also argue that the effort to single out hate crime for greater punishment is, in effect, an effort to punish some offenders more seriously simply because of their beliefs, opinions, or values, thus implicating the First Amendment. Advancing a provocative argument in clear and persuasive terms, Jacobs and Potter show how the recriminalization of hate crime has little (if any) value with respect to law enforcement or criminal justice. Indeed, enforcement of such laws may exacerbate intergroup tensions rather than eradicate prejudice.

Good health can be considered one of the most fundamental resources for social and economic prosperity. While the goal to improve average levels of population health is important, there has been an increasing focus on disparities at national and European levels. Improvements have been seen over the past few decades in both health status and living and working conditions has widened tremendously in the European Union (EU) and will continue to do so as it goes through the enlargement process. The diversity in living conditions has translated into diversity in patterns of health across the region. Inequalities in income, education, housing and employment affect population health, both directly (for example, good housing reduces risks associated with poor health) and indirectly through psychosocial factors (such as stress). From the life course perspective, individuals are affected by different sets of risks related to disease and illness; certain diseases and causes of health are more likely to affect young people, whereas the majority are associated with older ages. Investigating differences in health status within and between European countries provides the focus of this report. The relationship between living conditions, socioeconomic factors and health is discussed and analysed with the objective of stimulating a debate and policy action for creating a healthier and more equitable society. We aim to present an overview of key issues and not comprehensive literature review or exhaustive analysis of the topics involved.
