Le transport de marchandises en ville (TMV) est essentiel à la vitalité économique des espaces urbains, mais également source de nombreuses externalités négatives, notamment la congestion routière. Si la quantification des pertes de temps est aujourd'hui une pratique banalisée, la contribution du TMV est moins fréquemment étudiée. Par ailleurs, l'impact réciproque de la congestion sur les opérations de TMV est relativement peu abordé, surtout dans une perspective urbanistique et géographique. L'occupation de la voirie par les véhicules de fret et leurs impacts sur l'organisation du TMV peuvent pourtant être considérés comme étant le résultat de divers phénomènes socio-spatiaux.Cette thèse se propose d'analyser l'occupation de la voirie par les véhicules de fret, l'importance des coûts de congestion routière associés ainsi que les incidences sur l'organisation du TMV. D'un point de vue théorique, le TMV est pensé comme un ensemble de processus industriels (à envisager dans un cadre plus large que la simple opération de transport) aux caractéristiques variées, mis en place par des entreprises pour répondre aux besoins d'approvisionnement des entreprises d'une aire urbaine. Nous analysons l'articulation de ces processus industriels avec les formes urbaines de la ville, et en particulier la relation difficile qu'entretiennent le TMV et la densité spatiale. D'un point de vue empirique, nous mobilisons plusieurs sources de données décrivant les flux de marchandises en Ile-de-France (dont l'enquête Transport de Marchandises en Ville (ETMV) réalisée en 2010). Outre son ancrage fort dans un référentiel spatial, nos analyses empiriques de la contribution du TMV à la congestion routière s'inspirent de plusieurs cadres disciplinaires, l'ingénierie des trafics et l'économie des transports notamment.

City Logistics is the process of totally optimising urban logistics activities by considering the social, environmental, economic, financial and energy impacts of urban freight movement. City Logistics initiatives are required to solve urban freight transport problems including high levels of traffic congestion, negative environmental impacts, high energy consumption and a shortage of labour. The focus of this work is on modelling City Logistics. Modelling is of crucial importance, since estimates of the impacts generated by City Logistics measures are required for evaluating them. It highlights the formulation of mathematical models of vehicle routing and scheduling with Intelligent Transport Systems (ITS), optimal terminal locations and impact estimation by City Logistics measures. Heuristics techniques such as genetic algorithms, simulated annealing and tabu search are also given to identify approximate optimal solution of these combinatorial optimisation problems. ITS provides powerful tools for efficiently managing and operating vehicle fleets. Sophisticated logistics systems can now be developed by integrating Global Positioning Systems (GPS) and Geographical Information Systems (GIS) in conjunction with application software. In this context, the book presents a theoretical and practical treatment of modelling City Logistics based on ITS.

La Côte d’Ivoire est en quête d’une stratégie de développement qui lui permettra d’atteindre le statut de pays à revenu intermédiaire, ce qui représente un défi qui nécessiterait un taux de croissance annuel de 10 % pendant plus de 13 ans. L’expérience des économies développées et émergentes démontre que le produit intérieur brut (PIB) par habitant augmente avec la progression de l’urbanisation. Néanmoins, l’économie de la Côte d’Ivoire affiche des performances insuffisantes sur le plan de l’urbanisation. L’urbanisation et le revenu par habitant ont une corrélation négative depuis la fin des années 1970, et la pauvreté augmente. Au lieu d’envisager le développement des villes individuellement, un plan d’urbanisation réussie devrait considérer les villes de la Côte d’Ivoire comme un portefeuille d’actifs qui se distinguent les uns des autres par leur taille, leur emplacement et la densité de leur population. Les auteurs de L’Urbanisation diversifiée : Le cas de la Côte d’Ivoire identifient trois types de villes, fondées sur leurs contributions à la croissance et à la création d’emplois : les connecteurs globaux ; les connecteurs régionaux, situées le long des corridors d’échanges et des transports régionaux ; et les connecteurs locaux, qui génèrent les économies de localisation nécessaires à l’agro-industrie. Les parties prenantes des administrations nationales et infranationales et du secteur privé ont formulé une vision commune de l’urbanisation en Côte d’Ivoire : « villes planifiées, structurées, compétitives, attractives, inclusives et organisées autour de pôles de développement ». Afin de réaliser cette vision et d’atteindre le statut de pays à revenu intermédiaire, les décideurs politique ivoiriens doivent agir de toute urgence pour promouvoir une urbanisation diversifiée pour tous les types de villes. Cette présente étude identifie des contraintes principales et des enjeux dans quatre domaines : la planification, les connexions, l’écologisation, et le financement des villes.
