This book set out to assess the impact of the value chain development approach in development interventions, with specific focus on citrus production in the Eastern Region of Ghana. Though scholars have touted the usefulness of the value chain approach to development intervention, there is little empirical studies on how this approach impacts on the sustainability of development interventions particularly after the project life cycle. Thus, this book reflects the findings of a case study of the ADVANCE Project in the Eastern Region of Ghana. Though other projects have adapted the value chain approach in project implementation, this study was based on the ADVANCE Project because the ADVANCE Project has implemented over forty projects using the value chain approach across the world. Therefore, the ADVANCE Project in Ghana has the benefit of drawing from the successes and challenges of projects implemented in similar environments. Readers of this book will find evidence from the study, which indicated that the ADAVANCE Project have impacted both positively and negatively on the production and income levels of the sampled project beneficiaries. Though the immediate sustainability of the ADVANCE Project interventions can easily be linked to the value chain approach, the research gathered evidence to prove that the approach in itself is incapable of sustaining project interventions after its life cycle unless beneficiaries continually make gains out of those interventions. It is the hope of the authors that the evidence of project challenges and successes contained in this book will serve as lessons and guidelines for both development educators and practitioners whose activities seek to reinforce the usage of the value chain approach in project implementation. This book is organized under four chapters. Chapter one discusses the background to the value chain approach in project intervention, problem statement, the area of focus of the book the significance of the subject matter and scope of the book. The review of related literature, theories and a conceptual framework are captured under chapter two. In chapter three, the book concentrates on description of the methodological approaches to the study. Chapter three also presents a description of the study region. It also outlines the research design, sampling methods, methods of data collection and analysis. Chapter four contains the analysis of data, the discussion of findings, summary of findings, conclusions and recommendations.

Using sustainable food value chain development (SFVCD) approaches to reduce poverty presents both great opportunities and daunting challenges. SFVCD requires a systems approach to identifying root problems, innovative thinking to find effective solutions and broad-based partnerships to implement programmes that have an impact at scale. In practice, however, a misunderstanding of its fundamental nature can easily result in value-chain projects having limited or non-sustainable impact. Furthermore, development practitioners around the world are learning valuable lessons from both failures and successes, but many of these are not well disseminated. This new set of handbooks aims to address these gaps by providing practical guidance on SFVCD to a target audience of policy-makers, project designers and field practitioners. This first handbook provides a solid conceptual foundation on which to build the subsequent handbooks. It (1) clearly defines the concept of a sustainable food value chain; (2) presents and discusses a development paradigm that integrates the multidimensional concepts of sustainability and value added; (3) presents, discusses and illustrates ten principles that underlie SFVCD; and (4) discusses the potential and limitations of using the value-chain concept in food-systems development. By doing so, the handbook makes a strong case for placing SFVCD at the heart of any strategy aimed at reducing poverty and hunger in the long run.

In 2004, FAO strengthened its presence there by making the FAO Subregional Representative for Central and Eastern Europe the FAO Representative in Georgia and establishing a fully-fledged representation in Tbilisi. The evaluation of the project assessed the project’s design, its achievements vis-à-vis its objectives, its impact, and its success areas, gaps, and lessons learned through a mixed-methods approach combining in-depth analysis of project documents with direct observations in the field, key informant interviews, in-depth interviews, and focus group discussions. The evaluation found that the project was successful in meeting or nearly meeting most of the output targets set out including: i) provision of improved/climate-resilient seeds to 22 000 households; ii) established 350 vegetable nurseries; iii) established 500 seasonal vegetable production enterprises; iv) established 200 off-season vegetable production enterprises; v) provided fruit plants planted around vegetable and cereal fields, and in homestead gardens (50 plants/household to 2 000/household); vi) established 50 model demonstration plots of improved variety crops (cereal, vegetables, fodder) established through farmer field schools (FFS); vii) installed 60 High Efficiency Irrigation System (HEIS) tunnels (30 in each district); viii) provided backyard poultry packages to 3 800 women beneficiaries; ix) 2 300 doses of sexed semen (1 150 each for Khyber and Kurram districts) were procured and handed over to Livestock and Dairy Development Department; x) rehabilitated 23 irrigation schemes; and xi) rehabilitated ten fish farm projects. Overall, the evaluation team found the project design to be sound. The theory of change (TOC) is based on clearly articulated causal linkages between individual interventions and the planned objective. However, the project lacked gender-focused interventions. The project also faced delays throughout implementation which were further exacerbated by the COVID-19 pandemic. Recommendations for future projects include review of the FAO’s internal procurement processes to minimize delays, ensuring the effectiveness and sustainability of infrastructure (irrigation) schemes through continued beneficiary engagement, provision of integrated support to poultry value chain development, and setting gender-disaggregated activity targets and linking interventions with broader outcomes for women beneficiaries.

The Khyber Pakhtunkhwa Newly Merged Districts have seen a prolonged military conflict leading to the widespread displacement of its population and damages and losses to the agricultural lands, irrigation, and water harvesting structures, and livestock populations. Since 2015, the rehabilitation of the displaced population is ongoing but slow due to loss of livelihoods and reduced income opportunities. To support the restoration of livelihoods, funded by the FCDO, FAO undertook the “Project for the restoration of livelihoods in Khyber Pakhtunkhwa Tribal Districts” which involved training farmers on climate-smart agriculture practices, rehabilitating government facilities/infrastructures, operationalizing small-scale enterprises, and supporting agriculture and livestock production. The evaluation found that while the project was mostly successful in meeting output targets, a critical review of the following elements can further improve programme delivery: realistic target setting, market-led initiatives for value chain development, operation and maintenance plans for rehabilitated schemes, gender-specific interventions, and incorporating anticipated procurement-related delays in the project design.

Understanding the capacity of food systems to undertake a transformation towards sustainability requires understanding how resources stream in and out of the systems. As complex socio-economic structures, food and agricultural value chains are important means for channeling resources, knowledge, and agency in and out of rural areas. Given their prominent role on the development agendas, there is mixed evidence as to what extent value chains and their actors can contribute to improving the livelihoods in poor rural and urban areas. In order to shape sustainable living places, transformative capacities and good governance are important mainstays. Transformative agri-food value chains are robust and often act as the sole transmission belt for returning capital, resources and identity back into vulnerable areas. Moreover, domestic or regional chains may provide urban consumers with fresh quality food that also contributes to regional identity.
