The global threat of nuclear weapons is one of today's key policy issues. Using a wide variety of sources, including recently declassified information, Nathan E. Busch offers detailed examinations of the nuclear programs in the United States, Russia, China, Iraq, India, and Pakistan, as well as the emerging programs in Iran and North Korea. Strengthening U.S.-Russian Cooperation on Nuclear Nonproliferation: Recommendations for Action offers the consensus findings and recommendations of a joint committee established by the U.S. National Academies and the Russian Academy of Sciences to identify methods of improving the ongoing cooperation between the two nations in this area. The report finds that the best way to realize the enormous potential of the U.S.-Russian relationship on nuclear nonproliferation is to reinvigorate the relationship between the two governments as a true partnership. It recommends that the U.S. and Russia establish a Joint High-Level Commission of government and non-government experts to assess their cooperation and devise a strategic plan for moving forward. It suggests that the Senior Interagency Group that was recently established by the two presidents be empowered to carry out this strategic plan. The report then examines three issue areas, making specific recommendations in each: law and taxation, program organization and management, and scientific and technical cooperation.

While the United States and its allies put their military focus on the post-9/11 challenges of counter-terrorism and counter-insurgency, Russia and China put their military focus onto the United States and the risks of regional wars that they came to believe they might have to fight against the United States. Their first priority was to put their intellectual houses in order-that is, to adapt military thought and strategic planning to the new problem. The result is a set of ideas about how to bring the United States and its allies to a "culminating point" where they choose to no longer run the costs and risks of continued war. This is the "red theory of victory." Beginning in the second presidential term of Obama administration, the U.S. military focus began to shift, driven by rising Russian and Chinese military assertiveness and outspoken opposition to the regional security orders on their peripheries. But U.S. military thought has been slow to catch up. As a recent bipartisan congressional commission concluded, the U.S. intellectual house is dangerously out of order for this new strategic problem. There is no Blue theory of victory. Such a theory should explain how the United States and its allies can strip away the confidence of leaders in Moscow and Beijing (and Pyongyang) in their "escalation calculus"-that is, that they will judge the costs too high, the benefits to low, and the risks incalculable. The U.S. National Academies (NAS) and the Russian Academy of Sciences (RAS), building on a foundation of years of interacademy cooperation, conducted a joint project to identify U.S. and Russian views on what the international nuclear security environment will be in 2015, what challenges may arise from that environment, and what options the U.S. and Russia have in partnering to address those challenges. The project's discussions were developed and expanded upon during a two-day public workshop held at the International Atomic Energy Agency in November 2007. The continued presence of highly enriched uranium (HEU) in civilian installations such as research reactors poses a threat to national and international security. Minimization, and ultimately elimination, of HEU in civilian research reactors worldwide has been a goal of U.S. policy and programs since 1978. Today, 74 civilian research reactors around the world, including 8 in the United States, use or are planning to use HEU fuel. Since the last National Academies of Sciences, Engineering, and Medicine report on this topic in 2009, 28 reactors have been either shut down or converted from HEU to low enriched uranium fuel. Despite this progress, the large number of remaining HEU-fueled reactors demonstrates that an HEU minimization program continues to be needed on a worldwide scale. Reducing the Use of Highly Enriched Uranium in Civilian Research Reactors assesses the status of and progress toward eliminating the worldwide use of HEU fuel in civilian research and test reactors.
