L'actualité de la question du risque a progressivement envahi non seulement l'espace médiatique, mais surtout la sphère sociopolitique comme l'expression d'une modernité de notre société ou de sa vulnérabilité. Ainsi, la problématique du risque a évolué en fonction des nouvelles interrogations qu'elle suscite au sein de l'espace social et économique. L'évolution du thème «risque», envisagée dans cet ouvrage au travers de la gestion du risque d'inondation, contribue à une lecture historique visant à la compréhension des réactions de la société face au danger, à ses tentatives d'aménagement, puis de «ménagement» du territoire. Et si penser le risque, c'était penser le territoire dans lequel il s'insère afin d'intégrer les effets collectifs de son utilisation ? Et si la question du risque, et notamment celui d'inondation, n'était au fond que le révélateur de la difficulté à mener une politique d'aménagement où prévalent les logiques gestionnaires, les approches désegmentées de l'activité par territoire et la tyrannie du court terme ? À ceci ajoutons une autre réflexion. Si la société du risque est une société de controverses, le risque ne devrait-il pas s'inscrire dans un espace de controverse constitué de choix collectifs et partagés ?
