A strong ethical and cultural foundation is essential to maintaining the trust of the Joint Force, policymakers, and the American people. After several incidents of misconduct and unethical behavior threatened public trust and caused leaders to question special operations forces (SOF) culture and ethics, USSOCOM initiated a Comprehensive Review. Its purpose was to gather insights and observations from across the force while drawing upon unique leadership perspectives internal and external to the USSOCOM enterprise in order to strengthen our values and reinforce trust at home and when deployed.

Book Description
In this volume, John Collins speaks with the authority of one who was literally present at the birth of the low intensity conflict era. His long-term, intimate, and direct contact with the esoteric world of special operations has few parallels. Their roots go back in time and history considerably farther, but today's Special Operations Forces are largely products of the past three decades. Their development has been in response to the pressures of world-wide situations perceived to bear upon or which actually do affect American strategic interests. The use of raw military power may not provide solutions to the complex problems involved and may even be counter-productive. Special Operations forces, uniquely suited to fill the quasi-military gap, require the highest degree of professional competence in the application of the classical principles of war. This is a big order. It is difficult in a few words to pay John Collins the tribute he deserves for continuing efforts to educate both the Congress and the U.S. Armed Forces concerning the capabilities and limitations of special operations and the forces they involve. This latest addition to his carefully researched studies combines history, philosophy, factual data, and reference materials in a single document that should be on the desks of civilian and military leaders whose responsibilities relate in any way to special operations.

Book Description
The history of the United States Special Operations Command (USSOCOM) is described in this unique Department of Defense document. It covers the full spectrum of SOCOM activities: founding, Congressional relations, Commanders, SEALS and Rangers, Global War on Terror, the capture of Saddam Hussein, the battle at Tora Bora, Operation Earnest Will (Persian Gulf), Operation Just Cause (Panama), Operation Desert Shield, Operation Desert Storm, Operation Restore Hope (Somalia), Operation Support Democracy (Haiti), Operation Joint Endeavor (Bosnia-Herzegovina), Operation Allied Force (Kosovo), Operation Enduring Freedom (Afghanistan), and Operation Iraqi Freedom, unconventional warfare, and humanitarian and evacuation missions. As the United States Special Operations Command (USSOCOM) embarks on its third decade, America's Special Operations Forces (SOF) are in the midst of a time of unprecedented challenges and responsibilities. Since the command's establishment in 1987, SOF have supported conventional forces, conducted independent special operations around the world, and participated in all major combat operations. Our Special Operators have also carried out other missions ranging from non-combat evacuations to bilateral training missions. In executing all of these assignments, USSOCOM personnel have demonstrated daring, skill, maturity, and versatility. Following the terrorist attacks of 11 September 2001, SOF's capabilities have been, and will continue to be, broadly employed in the Global War on Terrorism (GWOT). President George W. Bush designated USSOCOM as the lead for planning, synchronizing, and, as directed, conducting operations against terrorist networks. To discharge these responsibilities, USSOCOM's mission priorities are: deter, disrupt and defeat terrorist threats; develop and support our people and families; and sustain and modernize the force. Defeating an adaptive enemy requires the command to position our limited numbers of high demand SOF at the right places, at the right times, for the right missions. We are dedicated to pursuing two essential and intertwined approaches-direct and indirect-in order to disrupt violent extremist networks while positively affecting the environment that spawns the extremists. USSOCOM will continue to ensure the highest state of SOF readiness and make certain that the SOF Warrior remains the centerpiece of 21st century Special Operations. The Congress mandated the creation of USSOCOM more than two decades ago, and over this time, our SOF Warriors have compiled an admirable record of success and achievement. Today's environment demands the skills of SOF more than ever. Our core tasks and adaptive personnel are uniquely suited to engage in Irregular Warfare and to counter our enemies. Today's SOF Warriors remain on point, armed with the exceptional support of the U.S. government and American people, facing all present and future challenges.

Book Description
In this book, two national-security experts put the exploits of America’s special operation forces in historical and strategic context. David Tucker and Christopher J. Lamb offer an incisive overview of America’s turbulent experience with special operations. Starting with in-depth interviews with special operators, the authors illustrate the diversity of modern special operations forces and the strategic value of their unique attributes. Despite longstanding and growing public fascination with special operators, these forces and their contribution to national security are poorly understood. With this book, Tucker and Lamb dispel common misconceptions and offer a penetrating analysis of how these unique and valuable forces can be employed to even better effect in the future. The book builds toward a comprehensive assessment of the strategic utility of special operations forces, which it then considers in light of the demands of future warfare. This second edition of United States Special Operations Forces, revised throughout to account for lessons learned in the twelve years since its first publication, includes two new case studies, one on High Value Target Teams and another on Village Stability Operations, and two new appendixes charting the evolution of special operation missions and the best literature on all aspects of U.S. special operation forces.

Book Description
The New York Times Bestseller and Winner of the 2015 Army Historical Foundation Distinguished Writing Award for Unit History. Since the attacks of September 11, one organization has been at the forefront of America's military response. Its efforts turned the tide against al-Qaida in Iraq, killed Bin Laden and Zarqawi, rescued Captain Phillips and captured Saddam Hussein. Its commander can direct cruise missile strikes from nuclear submarines and conduct special operations raids anywhere in the world. Relentless Strike tells the inside story of Joint Special Operations Command, the secret military organization that during the past decade has revolutionized counterterrorism, seamlessly fusing intelligence and operational skills to conduct missions that hit the headlines, and those that have remained in the shadows-until now. Because JSOC includes the military's most storied special operations units-Delta Force, SEAL Team 6, the 75th Ranger Regiment-as well as America's most secret aviation and intelligence units, this is their story, too. Relentless Strike reveals tension-drenched meetings in war rooms from the Pentagon to Iraq and special operations battles from the cabin of an MH-60 Black Hawk to the driver's seat of Delta Force's Pinzgauer vehicles as they approach their targets. Through exclusive interviews, reporter Sean Naylor uses his unique access to reveal how an organization designed in the 1980s for a very limited mission set transformed itself after 9/11 to become the military's premier weapon in the war against terrorism and how it continues to evolve today.

Book Description
This year [2017] marks the 30-year historical point for the special operations forces [SOF], formed when Congress added an amendment to the Goldwater-Nichols reform legislation that created the United States Special Operations Command [USSOCOM]. Since that time, this force has been preserving strategic options for the U.S., and their track record is second to none. For the last decade and a half, we have relied heavily on SOF to perform activities in support of counterterrorism operations. However, we must keep in mind that SOF activities, such as unconventional warfare [UW], foreign internal defense, counter-messaging, and hostage rescue, remain equally important to countering aggression of other actors, including nation-states. Despite drawdowns of conventional forces and overseas contingencies, the demand for SOF remains high across the combatant commands. SOCOM and the Assistant Secretary for Special Operations and Low-Intensity Conflict clearly have a lot on their plate. Last year SOCOM was assigned the responsibility for synchronizing the countering weapons of mass destruction [CWMD] mission from Strategic Command [STRATCOM]. The threats that the U.S. faces today are ever-evolving and complex and will continue to shape our special operations forces and policies for employment of those forces. In thinking about the years ahead, we must ask hard questions after nearly 16 years of constant war, including: What parts of this force are broken and what needs to be repaired quickly? What adversarial nation-states are advancing faster and achieving a qualitative edge over our forces? And what must we do to ensure that our special operations forces are postured for the next 30 years to mitigate our most pressing national security concerns and to continue to preserve strategic options for our Nation?
