A nation's inability to enforce sovereignty over its territory and the "ungoverned spaces" that this problem engenders pose clear threats to both the developing and the developed world. This paper argues that ungoverned spaces in Guatemala have serious implications for that Central American nation's internal security and threaten vital interests and ultimately the national security of the United States. The paper begins with an examination of the negative implications that ungoverned spaces have for the political, economic and social development of Guatemala's weak democracy. After demonstrating the problems that ungoverned spaces pose for Guatemala, the paper draws clear links between ungoverned spaces in Guatemala and contemporary threats to the national security and homeland defense of the United States. The paper examines transnational crimes, which thrive in Guatemala's ungoverned spaces, such as narcotics trafficking, arms smuggling, and trafficking in persons, and details the threats that they pose to United States national security. Finally, it suggests that the current mix of policies being used to confront these threats is not working and offers recommendations on how to more effectively confront these challenges.

Peoples of the Earth employs a comparative history of ethno-nationalism to examine Indian activism and its challenges to the political, social and economic status quo in the countries of Central and South America. It explores the intersect between problems of democratic empowerment and security-including the appearance of radical Islam among Indians in two important countries-arising from the re-emergence of dormant forms of ethnic militancy and unprecedented internal challenges to nation-states. The institutions and practices of Indian self-government in the United States and Canada are examined as a means of comparison with contemporary phenomena in Central and South America, suggesting frameworks for the successful democratic incorporation of the region's most disenfranchised peoples. European models emerging from "intermestic" dilemmas are considered, as are those involving the Inuit people (or Eskimos) in the Canadian far north, as policymakers there "think outside the box" in ways that include more robust roles for both sub-national and international bodies. Finally, the work challenges policymakers to broaden the debate about how to approach the issues of political and economic empowerment and regional security concerning Native peoples, to include consideration of new ways of protecting both land rights and the environment, thus avoiding a zero-sum solution between the region's 40 million Indians and the rest of its peoples. Peoples of the Earth has the potential to become a pioneer study addressing ethnic activism, characterized by multiple, small groups pressing for state recognition and democratic participation, while also promoting a defence of the environment and natural resources. This is the final report of the bipartisan CSIS Task Force on Reforming and Reorganizing U.S. Foreign Assistance. As the Trump administration attempts to curb government spending, particularly in foreign assistance, this study reviews past attempts at reorganizing the U.S. Agency for International Development (USAID) and the U.S. Department of State, and it provides recommendations for the new administration. The task force consisted of former civil and foreign service officers and is co-chaired by Senator Jeanne Shaheen (D-NH) and Senator Todd Young (R-IN). The report addresses the potential damage that can occur if these budget cuts are not done in an informed and effective manner. It suggests that an uninformed merger of USAID/State could damage U.S. national security and prosperity and adversely affect U.S. leadership and impact abroad. The task force members have lived and worked through the Obama and Bush administrations and have important perspectives on how such reform and reorganization can be done in a productive way to maximize efficiency and resources.
