Excerpt from Ukraine's Claim to Freedom: An Appeal for Justice on Behalf of Thirty-Five Millions The European War has brought to the attention of the civilized world the submerged nationalities and their struggles for independence. Terms of peace have been mentioned, from time to time, since the war began, and it seems to be the universal sentiment that in the discussion of such terms, which sooner or later must take place, the rights of these nationalities will form an important part and create a new and a great historical issue. While little has been forcibly advanced with regard to the permanent conquest of new territories, promises of independence to various nationalities have been repeatedly held out. This situation is undoubtedly due to the fact that the movements for national and political independence in behalf of these submerged nationalities had been growing prior to the war, and had become factors in the internal affairs of the great nations of Europe. The cry for autonomy or independence had mostly been heard from Russia, Austria-Hungary and the Balkan Peninsula, and particularly from the Slavonic nationalities. However, the struggles of one nationality, which numbers 35,000,000, and which inhabits South Russia and Eastern Austria, have been particularly bitter. These are the Ukrainians, in Austria known as "Ruthenians," in Russia as "Little Russians." In Russia the Ukrainians are not only subject to the general conditions prevailing in the country, but they have also been made the target of special restrictions.
