Control of car traffic is a big issue in cities now days due to the increasing number of cars that enter the city roads. Thus, the need to control car flow is a priority because of latent problems that could arise if not done properly. A common mechanism that allows control of car ñow in big cities is the use of traffic lights. Thus, in order to control car flow using traffic lights, we need to establish traffic light control mechanisms that will allow the traffic lights to coordínate themselves. Generally, each traffic light on an intersection is assigned a constant green time, but it is possible to propose decentralized coordination schemes where the green time of the traffic lights is assigned based on the present conditions of traffic. Due to thosc intelligent assignations on the traffic lights' green time, it is reasonable to think that the cars' waiting time could be reduced. The present report explores two coordination mechanisms followed by traffic lights in a traffic intersection with the objeetive of redueing the average car waiting time in the traffic intersection, compared against the traditional mechanism of static green time assignation. The first mechanism, called the auction mechanism, is based on the concept of an auction and the other, called the conflict-directed mechanism, is based on a resolution of conflict strategy. The algorithms and workings of each coordination mechanism are explained. This report also presents experimental settings that allow testing each of the proposed mechanisms in one and two independent intersections. Different test cases are explored. Also, an interpretation of the solutions reached by the conflict-directed mechanism are proposed such that it helps to understand why the strategies followed by the conflict-directed mechanism make sense.

A feasibility study of dilemma zone problems, performed by collecting and analyzing traffic flow data at a high-speed signalized intersection, showed that the maximum green extension or cutback needed to get a vehicle out of the dilemma zone is generally no more than 2 seconds. If we scan all vehicles on a link just a few seconds before the beginning of a yellow interval, we may be able to extend or cut back the green interval so that the vehicles can avoid the dilemma zone. For each vehicle approaching an intersection on the link that is about to turn yellow, there is a time interval such that (a) the vehicle will be in the dilemma zone without green extension (or cutback) or (b) it will be in the dilemma zone when there are T seconds of extension (or cutback). So the task is to find the smallest nonnegative integer T that is not in any of these time intervals and extend (or cut back) the current interval by T seconds. This T can always be found and assuming there are no other restrictions, dilemma zones can be avoided and the extension (or cutback) is done at most once for each green interval. The simulation study, performed by modifying the source codes of NETSIM, showed that the signal timing generated by a bandwidth maximization program (PASSER-II) resulted in a lower number of vehicles in the dilemma zone than that generated by a delay minimization program (TRANSYT-7F). Additionally, the signal timing generated by the combination of the two programs, that is, by minimizing delay within the constraint of bandwidth maximization, resulted in an even lower number of vehicles in the dilemma zone than those generated by each program alone. The technique developed in this study can be implemented if the speeds and positions of all vehicles on the roadway can be recorded at small time intervals (e.g., 1 sec). Recommendations are made for implementing and testing the developed technique.

A comparative study of 5 signal timing control methods indicated that the most efficient method of signal control is the micrioprocessor which would allow an intersection to operate under actuated control during certain periods of the day and under predetermined timing patterns during other periods. The 5 signal timing methods considered were: Traffic Engineering Method, FHWA Design Manual Method, Fully Actuated Operation Method, Microprocessor with lagging Left-Turn Method, and Microprocessor with Leading Left-Turn Method. The "before" and "after" evaluation of these methods was made by pairing them in a series of six comparisons using time-lapse photography to supply vehicle data. The site selected for application of these comparisons was the Diamond Interchange of Interstate 95 Golfair Boulevard in Jacksonville, Florida. The study procedure is appropriate for signal timing studies made at: a diamond interchange, other interchange configurations with a ramp terminal and nearby signalized intersections, and a 2-way major street intersected by one or more one-way street pairs.
