Excerpt from Eighth Biennial Report of the North Carolina Board of Health, 1899-1900 The total number of cases from the introduction of the disease into the State on January 12, 1898, to May 1, 1899, when the reports closed, was 616, with 17 deaths, or per cent. Of this number 182 were whites, with eight deaths, per cent., and 454 colored, with nine deaths, or per cent. This death rate is somewhat larger than appears to have been the case in some other States whose records can be depended ou - Ohio, for instance, where of 770 cases, only 7 died, or less than 1 per cent. Indeed our small-pox death rate has been quite respectable in view of the fact that many wiseacres have persisted in asserting that the disease was not small-pox hnt chicken-pox, Cuban itch. That section four thousand four hundred and forty-two of said Revisal be amended by adding thereto the following: The executive committee shall meet at such time as the president of the board may deem necessary, and he shall call such meetings through the secretary. Sec. 6. That section four thousand four hundred and forty-four of said Revisal be amended by adding thereto the following Provided, that if the sanitary committee of any county shall fail to elect a county superintendent of health with in two calendar months after the time set in section four thousand four hundred and forty-one of said Revisal for such election, the State Board of Health shall appoint a registered physician of good standing, resident in the said county, who shall serve the remainder of the regular two-year term, and shall fix his compen sation, to be paid by the said county, in proportion to the salaries paid by other counties for the same service, having in view the amount of taxes collected by the said county. How fully he grasped the far-reaching consequences of his idea, how clearly he saw the ever-growing hosts Of lives saved as a result of his vision and inspira tion, we Shall never know. We do know that the vision never left him, and that under its sway he worked, through the Medical Journal which he edited and through the North Carolina State Medical Society until his influence reached the people of the State in their General Assembly of 1877, with the efiect that on February 12, 1877, the North Carolina State Board of Health was born. Ours was the twelfth State board of health to be established. Without treating the development of the newly-established board with that thoroughness that could be termed history, we think it enough to set down here in chronological order the principal events in the life and growth of the North Carolina State Board of Health.
