A structured set of 15 steps provides a framework for such an evaluation. when multiple objectives and uncertainty must be considered in the planning process. "That land is a community is the basic concept of ecology," wrote Aldo Leopold in 1933, "but that land is to be loved and respected is an extension of ethics." Its premise is that all land-use decisions—whether to build an interstate highway or maintain a suburban lawn with chemical fertilizers—invariably involve ethical choices.
