1.1: Introduction: India is a developing nation with a diverse population of various religions, castes and sub-castes. This population is divided into various social groups i.e. Open, OBC, SC, ST and Minor. The tribals are believed to be the original residents of India. They were driven to forests, hills and other inhospitable regions. In their remote existence, these communities established their own different culture, traditions, languages and administrative structure. While some of them are settled cultivators, several others continual to rest on on shifting cultivation, hunting, food gathering, etc. After independence, such areas were retitled as Scheduled Areas and were comprised in Schedule V and Schedule VI. The essential characteristics for recognition as a Scheduled Tribe are primitive traits, geographical isolation, distinctive culture, shyness of contact with outsiders and economic backwardness. The tribal communities characterize diverse ethnic, religious and linguistic groups. The common features found among all the tribal communities are their solid cultural traditions, kinship, remoteness of their habitats, lack of infrastructure facilities and low level of technical improvement. The tribals continue among the most backward and poorest sections of our populations. This chapter will provide details about an origin, definition & meaning of tribal, demographic profile, development status of tribals in India and various development schemes for tribal in India and Maharashtra.

Modern education in Thailand started at the end of the nineteenth century under the impulse of King Chulalongkorn. Many scholars tracing back the evolution from traditional education to a modern education system emphasized the feeling of necessity that motivated this transformation. Wyatt (1969), Mead (2004) and Watson (1982) underlined the need for a modern administration, to handle the Siamese nation-state “as” the Western states, and in that respect, the key role played by education to structure the new Siam and to appear to the eyes of the world as civilized (Peleggi 2002). The shaping of a new education took place amidst strong political struggles. Siam needed to stand firm within the regional arena, swept by the winds of Western colonialism. Internally, King Chulalongkorn had to legitimize his power and to unify the kingdom by integrating satellite kingdoms into a wider space, the Siamese nation state. Education was vital for this mission as it would contribute not only to bringing state power into the provinces through state-paid teachers and government officials, but also to transmitting a whole nation-related imagery to the young generations. Giving rise to Thai-ness among the populations located at the margins of the kingdom was a tremendous ordeal. In the Southern part of the kingdom, population was mainly Muslim, spoke Malay and felt culturally closer to the Malay state (Dulyakasem 1991). In the Northern part, incorporating the Lanna kingdom and hill tribe populations into Siam proved not to be easy. Ideological, social and national values were introduced into education delivered to students, and with the implementation of the Compulsory Education Act of 1921, school attendance tied children and parents to the nation state and made them liable to it.

A plethora of literature is available and various studies have been undertaken on different aspects of tribal development. But very few on the analysis of tribal problems vis-à-vis programmes/policies for their development has remained more or less unexplored. The present study has attempted to plug this critical gap. In this book the author has delved deeper into the genesis of tribal problems, critically examined the programmes for their development in the past and present and offered some valuable insights for lifting them out of the morass of poverty and stagnation. It has traced successive shifts in tribal development policies and strategies at different points of time. A thumbnail picture has been presented on impact of the programmes on the stakeholders through case studies conducted in a remote district of a poverty ridden state.
