The adequacy of benefits for permanent disability from occupational injuries is a continuing source of controversy among policymakers in California. This book focuses on the economic consequences of disabling injuries and what those outcomes suggest about the current adequacy of workers' compensation in California. In particular, the authors investigate the relationship between losses in earnings from workplace injuries and economic conditions in the state during the 1990s. Although changes in economic conditions had some impact on earnings losses experienced by permanent partial disability claimants, especially less-severely injured workers who are more easily accommodated by their employers, the decline in earnings losses may be more closely related to changes in the workers' compensation market. Even though benefit levels have increased since 1991 and earnings losses have declined, replacement rates for lost income remain below two-thirds of pre-tax wages, the standard commonly cited for adequacy. Because benefits have declined (in inflation-corrected dollars) since their last increase in 1996 and, as of 2001, the economy is headed into a new recession, it is possible that workers injured today will have worse outcomes than workers injured in 1996 or 1997.

This report presents new estimates of wage loss for workers in California who suffered a workplace injury or illness in 2014-2015 and compares these estimates with trends before, during, and after the Great Recession. The authors matched injured workers with control workers in the same firm at the time of injury with similar characteristics and analyzed the impact of injury on labor market outcomes, including earnings and employment. Relative earnings over the second year after injury have been flat for workers injured in California since the Great Recession. On average, workers injured in 2014 and 2015 earned 93 percent of what they otherwise would have. These earnings losses were driven by workers who received indemnity benefits. This represents a slight increase from the 92 percent level estimated for workers injured during the Great Recession, but earnings remain lower than the pre-recession average of 96 percent. Relative earnings were lower for workers in small firms, workers with low job tenure, workers with low earnings prior to injury, and workers with cumulative injuries. Workers with cumulative injuries in Southern California were found to have particularly poor labor market outcomes, with relative earnings nearly 20 percentage points lower for workers in Southern California, compared with 8.5 percentage points lower for workers with cumulative injuries in the rest of the state. Continued monitoring of wage loss in future reports will provide a more complete picture of outcomes for permanently disabled workers as the effects of recent policy changes and economic expansion unfold. Additional research and policy attention should be paid to workers with cumulative injuries throughout the state and specifically in Southern California.

Workers' compensation systems are designed to provide medical care and indemnity (or wage loss) benefits and to protect workers against medical expenses and income loss that result from workplace injury. Although most workers' compensation claims are for minor injuries that require only medical care, many workplace injuries result in temporary or permanent work disability and earnings losses that can be substantial. Patterns of earnings loss can identify which workers need more attention from policymakers. Earnings loss data are also needed to evaluate benefit adequacy or return-to-work interventions. But post-injury labor market outcomes are not regularly reported in the state of California, impeding monitoring, research, and evaluation. This final report in a series is part of a regular effort to monitor the wage losses of injured workers in the California workers' compensation system between 2013 and 2017. It updates estimates of trends in earnings losses reported in this project's three interim reports and includes analysis of the factors that have driven changes in workers' labor market outcomes from 2005 to 2017. It also provides an investigation of the reasons for regional differences (between Southern California and the rest of the state) in labor market outcomes for workers with cumulative trauma injuries. The report also provides estimates of after-tax wage replacement rates for workers with permanent disability and the first estimates of wage replacement rates in California for workers affected by statutory increases in permanent disability benefits that were adopted as part of major workers' compensation reform legislation enacted in 2012.

Workers with cumulative injuries in Southern California were found to have particularly poor labor market outcomes, with relative earnings ranging between 10 and 20 percentage points below the average for all workers with indemnity benefits. Continued monitoring of wage loss in future reports will provide a more complete picture of outcomes for permanently disabled workers as the effects of recent policy changes and economic expansion unfold. Additional research and policy attention should be paid to workers with cumulative injuries throughout the state and specifically in Southern California.

The authors of this report present new estimates of wage loss for California's injured workers in 2016-2017 and compare these estimates with trends before, during, and after the Great Recession. They also analyze trends for key subgroups of interest in the workers' compensation system, including analyses by receipt of indemnity benefits, industry, type of injury, and geographic region. Finally, for the first time in this series of reports, the authors are able to analyze outcomes for a constant-maturity sample of workers with permanent disability, through injury dates in 2015; as a result, they present earnings losses for a constant-maturity sample of workers with permanent disability. The authors find that overall wage losses have remained relatively constant through 2017 but are beginning to increase for workers most affected by workplace injury: workers with indemnity payments, cumulative trauma, and permanent disability. Still, the overall gains are modest, and relative earnings remain lower than they were in the years prior to the Great Recession, suggesting that injured workers have not yet experienced the full benefits of the economic expansion.

The labor-market consequences of disability can include job loss, reduced income, earlier retirement, and greater reliance on private and social insurance systems to provide income security. In this article, the authors examine the labor-market consequences of work-related disabling injuries and their relationship to the age of injured workers in three states: California, Washington, and Wisconsin. They also report estimates of the adequacy of income benefits received for the injuries from workers' compensation. The authors present evidence that older workers suffer proportionately more injuries with permanently disabling consequences and the losses suffered by older workers are greater, on average, than those of younger workers. They also find that injury-related non-employment is higher among older workers and, moreover, the older workers in the states that were studied appear to recover a smaller proportion of their losses from workers' compensation than do other injured workers.

When a workplace injury leaves a worker with a physical impairment that reduces his or her ability to work, the worker is eligible for permanent partial disability (PPD) benefits in California. In this article, the author estimates the lost earnings of PPD claimants in California over four to five years following an injury, and estimates the fraction of the earnings loss that is replaced by workers' compensation indemnity benefits. To examine the long-term wage losses of injured workers, the study employed a unique database of workers' compensation claims that was linked to quarterly wage data, before and after injury, that are maintained by the California state agency administering unemployment insurance. The author reports the research results on earnings loss and wage replacement for a full sample of PPD claimants and reports the results by severity of the disability as measured by disability rating.
