BC Transit is a provincial Crown corporation responsible for planning, marketing, and operating the Vancouver and Victoria regional transit systems and municipal transit systems serving 42 smaller communities. This report presents an audit of BC Transit in two parts, the first assessing the corporation's degree of success in maximizing the productivity of its bus operators and in measuring the results achieved, and the second assessing how well the corporation is succeeding at being market-focused. Issues examined include operator scheduling, attendance management, daily dispatch operations management, the setting of expectations for operator efficiency, preparation for labour contract negotiations, marketing strategies, organization of market-related functions, and marketing research approaches. Recommendations for improvements are included along with BC Transit's responses.
