Transatlantic security cooperation has developed into a hybrid object. This necessitates a look beyond the two institutional cornerstones of cooperation, NATO and the bilateral EU-US relationship. The book addresses the historical and current conceptions of transatlantic security relations and analyzes new 'platforms' for cooperation such as the EU-3 initiative in regard to Iran, various forms of EU-NATO cooperation as well as the Middle East Quartet. The contributors examine the member states' perspective on the relationship and discuss some new areas for action including a CFSP caucus in NATO, a reversed Berlin-plus agreement, a «Joint Transatlantic Nation-Building Task Force», and common criteria for stability operations on both sides of the Atlantic. The message throughout the book: there is no 'master plan' for strengthening transatlantic relations, but strong reasons to move forward with a sense of pragmatism.

An incisive new analysis of transatlantic security cooperation, probing the roots as well as the future directions of this key relationship in world affairs. Since the 1990s, this cooperation has expanded from traditional military security issues into countering terrorism, international organized crime and drug trafficking. This has injected new impetus into transatlantic relations to work together on matters such as intelligence sharing and law enforcement. The events of September 11th 2001 have forced these new patterns of cooperation to the forefront of transatlantic relations. While progress has been made, developing this area of cooperation has been more difficult than expected and this book examines the reasons why. The author argues that many of the difficulties are due to different approaches on either side of the Atlantic and the absence of a dedicated transatlantic security forum in which these issues could be pursued. Furthermore, European nations have been preoccupied with the building of the European Union and have been both reluctant and unable to enter into special patterns of cooperation with the US.

After World War II, the US retained a strong presence as the dominant member of NATO throughout the Cold War. Former enemies, such as Germany, became close allies, while even countries that often criticized the United States made no serious attempt to break with Washington. This pattern of security co-operation continued after the end of the Cold War, with NATO expansion eastwards extending US influence. "When the Obama administration announced its strategic rebalance to the Asia-Pacific region in 2011, a number of European capitals initially worried that it would be followed by a commensurate decline of U.S. engagement in Europe. Some experts felt as though Washington's decision not to invite the EU to 'join the pivot' meant that America did not view Europe as a 'relevant actor in the Asia-Pacific region,' and that Europe would be increasingly neglected for regions that the United States deemed more important.
