In addition to its traditional combative role, over the past decade, America has called the Army to execute a number of non-traditional missions that range from the support of civil authorities at home to nation building abroad. Beyond the emergence of money as a new weapon system, the Army's expanded mission shows a need to have a trained, educated, and ready force able to deal with complexity, ambiguity, and uncertainty. Using financial management company grade officers as its lenses, this paper examined the Army's systems, policies, and procedures for training and developing leaders in the institutional domain. The results of this examination identified several obstacles with the potential to undermine full implementation of the Army Leader Development Strategy -- an antiquated system to resource training and education; challenges encountered in balancing technical, tactical, and critical thinking skill in the available time; and specific issues encountered by junior financial management officers. This paper concludes by providing recommendations to the Commandant of the Financial Management School of how to mitigate future risk associated with the training and education of company grade officers.

As highlighted in our February 1997 high-risk series report, ' one of the greatest challenges to improving financial management throughout the Department of Defense (DOD) is establishing a well-qualified, professional financial management workforce. Our objective in a series of assignments is to provide information on qualifications, such as formal education, training, and professional certifications, and professional work experience of personnel serving in key financial management positions in DOD. Due to concerns on the part of DOD officials regarding the completeness of personnel databases and personnel files, we are obtaining this information from biographies and/or profile instruments provided by each manager. This is the fourth of our planned reports on the qualifications and experience of DOD'S financial management workforce. It contains information we obtained on key financial managers in the Department of the Navy. We have already issued reports on key financial managers within the Office of the Under Secretary of Defense (Comptroller) and the Departments of the Air Force and Army. Also, we plan to issue a report on the Defense Finance and Accounting Service. As agreed with DOD officials, our reviews are confined to key financial management positions. These positions most often include comptrollers, deputy comptrollers, and budget officers at major commands and installations. These reports can help Defense agencies in shaping their plans to enhance the qualifications and work experience, such as formal education and training, of their financial management workforce, as necessary. In addition, the reports provide baseline information that can be helpful in monitoring progress.

This thesis examines the aggregate Unrestricted Line Officer financial management responsibilities of commanding officers, executive officers, department heads and division officers as found in public law and Navy Regulations, and compares that aggregate with the contents of current career development courses, management training courses, guidebooks, and major financial correspondence courses. This examination concludes that normal career development courses are inadequate to prepare officers for their responsibilities. However, there appears to be a sufficient number of specialized financial courses to meet aggregate responsibilities. The thesis then attempts to measure (1) the current financial knowledge level of Naval officers, and (2) the impact the specialized courses and one of the guidebooks have had on improving this knowledge level utilizing two surveys conducted at the Naval Postgraduate School. In conclusion, the thesis makes several recommendations for increasing the availability of financial training to the line officer by incorporating it into normal career development courses. It also presents a guidebook developed by the author which can be used in formal training programs or as an ancillary training aid/reference publication for those individual who have not or will not have an opportunity to receive formal financial management training.
