Asia Pacific countries have experienced extraordinary economic growth in recent years. But the region also suffers from choking air pollution, fouled water, ravaged forests, depleted fisheries, and other environmental problems.Eager to promote further growth, governments in the region have embarked on an ambitious program of economic integration through the Asia Pacific Economic Cooperation (APEC) forum. In this volume, Dua and Esty argue that APEC's trade and investment liberalization can be compatible with environmental protection. They stress, moreover, that true prosperity and the APEC vision of a "community of Asia Pacific economies" cannot be achieved without attention to public health and ecological threats, resource management issues, and tensions at the economy-environment interface. In the Asia-Pacific region, international trade has proven to be an engine of growth which underscores the need for policies on environment and trade to be mutually supportive. This project considers such countries as Bangladesh, China, India, Pakistan, Republic of Korea and Vietnam. It provides a regional overview on trade and environmental issues which could have restrictive effects on inter-regional trade, and environmental problems arising from export products of the region and measures required for their mitigation. The project indicates that economies in the Asia and Pacific region are heavily dependent on the utilization of their ecosystems to provide their economic resource base. Development requires open international market for regional exports drown from these resources. It is recommended that co-operation and co-ordination among the countries of the Asian and Pacific region should be promoted to build their capacity in the formulation of environmental policies to sustain both welfare increases and the natural environmental resource base.

Published in 1997, this book is about the link between trade and the environment which has become a very important national issue for all countries, in particular, those countries which have been undergoing lengthy periods of trade and investment liberalization programmes recently. This has also become an international issue of tremendous current interest given its implications on the global environment and trading system. International organizations such as WTO, OECD, the UN and regional trading arrangements such as NAFTA, EEC and APEC have been actively involved in the policy debate. Despite the critical importance of trade-environment issues, less is known about the linkages between the two. This book presents a New Zealand perspective as a case-study of global interest for two reasons: firstly, many countries, both developed and developing, are taking the New Zealand economic reforms as a model for restructuring their economies. Secondly, New Zealand is going to become a member of APEC (Asia Pacific Economic Co-operation), together with 17 other countries in the area by 2010 (developed countries) and 2020 (developing countries). The connection between trade and the environment gives rise to a set of issues that is relatively new and still controversial. The concern of environmentalists is that liberalised trade will lead to an increase in products that are harmful to the environment. Those who promote freer trade, on the other hand, are concerned that environmental issues will provide a pretext for protectionism and form trade barriers. This is significant as trade is seen by Asia as an engine of growth. It is part of the formula pioneered by "Asian Dragons" in pursuing export-oriented industrialisation and now adopted by other, larger Asian countries. Asia ,too, is facing considerable environmental stress in development. Ultimately, as recognised by the 1992 Earth Summit, the issues of trade and the environment are part of the challenges in seeking sustainable development. These issues came into focus as the World Trade Organisation met in Singapore in December 1996, when the WTO committee on trade and the environment delivered its first report. Increasingly, trade and the environment will need to be considered in the context of other regional initiatives such as Asia Pacific Economic Co-operation area (APEC), ASEAN Free Trade Agreement and Asia's reinvigorated ties with Europe after the Asia-Europe Meeting (ASEM). As economic integration deepens, concern with environmental issues will rise on the agenda. This book brings together essays by leading academics and policy makers from different disciplines and different sectors.
