Book Description
Excerpt from Township Organization for Illinois: Or Local Self-Government for the People Man is an individual and a social being. His individuality requires freedom from unnecessary restraint for its full develop ment; his social instinct necessitates society. Society for its proper organization and healthful existence needs government to protect rights, and enforce the performance of duties. Man, then, desires, or should desire, the greatest freedom consistent with public order. Governments, generally speaking, are of three kinds, as regards the source of the ruling power. Book Description
The contemporary method of township government arrived in Illinois in the middle of the nineteenth century. Replacing the commission method of county government, which Illinois had employed since statehood in 1818, the township innovation spread south and westward across Illinois, almost completely ousting the county commissioners. Today, the commission format survives only in seventeen peripheral and largely rural Illinois counties. This book asserts that townships have persisted partly because they offer vital services at a reasonable cost to taxpayers, but also because of a vigorous defense of the method made by township officials with political connections in the Illinois general assembly. Discussing the successes and failures of attempts by abolition-minded citizens to eliminate all or individual townships in various counties, Township focuses on the spatial diffusion, periodic threats to, and determined persistence of the township system.

Book Description
Excerpt from A Compilation of the Laws of Illinois Relating to Township Organization, and Government of County Affairs, With Numerous Practical Forms, and Notes by Way of Instruction, Supported by References to Adjudicated Cases: Revised, and Adapted to the New Constitution of 1870 The plan of the work, as stated, being original with the compiler, he has secured the benefits thereof, together with the matter therein, prepared by himself, under the copy right laws of the United States. There has been no thorough revision of this work since 1861, until the present edition. Since that time many important acts relating to town ship organization have been passed, and many former provisions have been repealed. Besides numerous decisions have since been made by the Supreme Court of the State, bearing materially upon various provis ions of the law. These, with the important changes made by the pro visions of the New Constitution of the State, recently adopted, have rendered a thorough revision of the work necessary at this time.
