In recent decades, the external action of the European Union (EU) has been undergoing considerable change. An expansion of the EU’s external policy portfolio can be observed in many areas as previous policies for internal purposes – such as competition, energy, the environment, justice and home affairs or monetary governance but also gender, science, culture or higher education – have developed external dimensions. This book addresses the EU’s potential to become a more joined-up global actor in its external engagement. It uses a single and innovative analytical framework to examine three clusters of policies: EU internal sectoral and cross-cutting policies with long-standing external engagement, those which have been undergoing considerable change, and originally internal policies whose external dimensions are comparatively more recent. It identifies key explanatory factors for the emergence of (certain forms of) EU external engagement and identifies patterns of the evolving relations between EU internal and external sectoral policies. As such, the book examines and assesses exciting new empirical and theoretical research avenues into European integration studies and offers insights into the extent to which the EU may be considered a more joined-up global actor developing sectoral diplomacies. In today’s Europe, deep cracks are showing in the system of political cooperation that was designed to prevent the geopolitical catastrophes that ravaged the continent in the first half of the twentieth century. Europeans are haunted, once again, by the specters of nationalism, fascism, and economic protectionism. Instead of sounding the alarm, many conservatives have become cheerleaders for the demise of the European Union (EU). This compelling book represents the first systematic attempt to justify the European project from a free-market, conservative viewpoint. Although many of their criticisms are justified, Dalibor Rohac contends that Euroskeptics are playing a dangerous game. Their rejection of European integration places them in the unsavory company of nationalists, left-wing radicals, and Putin apologists. Their defense of the nation-state against Brussels, furthermore, is ahistorical. He convincingly shows that the flourishing of democracy and free markets in Europe has gone hand in hand with the integration project. Europe’s pre-EU past, in contrast, was marked by a series of geopolitical calamities. When British voters make their decision in June, they should remember that while Brexit would not be a political or economic disaster for the United Kingdom, it would not solve any of the problems that the “Leavers” associate with EU membership. Worse yet, its departure from the European Union would strengthen the centrifugal forces that are already undermining Europe's ability to solve the multitude of political, economic, and security challenges plaguing the continent today. In many European languages the National Standard Variety is converging with spoken, informal, and socially marked varieties. In Italian this process is giving rise to a new standard variety called Neo-standard Italian, which partly consists of regional features. This book contributes to current research on standardization in Europe by offering a comprehensive overview of the re-standardization dynamics in Italian. Each chapter investigates a specific dynamic shaping the emergence of Neo-standard Italian and Regional Standard Varieties, such as the acceptance of previously non-standard features, the reception of Old Italian features excluded from the standard variety, the changing standard language ideology, the retention of features from Italo-Romance dialects, the standardization of patterns borrowed from English, and the developmental tendencies of standard Italian in Switzerland. This book provides a distinctive and empirically rich account of the European Union’s relationship with the Common Market of the South (Mercosur). It seeks to examine the motivations that determine the EU’s policy towards Mercosur; the most important relationship the EU has with another regional economic integration organization. In order to investigate these motivations (or lack thereof), this study examines the contribution of the main policy- and decision-makers, the European Commission and the Council of Ministers, as well as the different contributions of the two institutions. It analyses the development of EU policy towards Mercosur in relation to three key stages. Arana argues that the dominant explanations in the literature fail to adequately explain the EU’s policy, in particular, these accounts tend to infer the EU’s motives from its activity. Rather than the EU pursuing a strategy, as implied by most of the existing literature, the EU was largely responsive, which explains why the relationship is much less developed than the EU’s relations with other parts of the world.
