As the drama of the Second Russian Revolution continues to unfold, the chorus of demands for a new national strategy to deal with the "new world order" reaches ever higher crescendos. (1) Stunned by the speed of these changes and preoccupied by the Persian Gulf and other regional flash points, the development of U.S. national strategy has thus far been slow to respond.
