With the help of multiple partners, FAO has developed a global analytical framework for the multidimensional assessment of the performance of agroecology: the Tool for Agroecology Performance Evaluation (TAPE), which aims to: · Inform policy makers, development institutions, and other stakeholders by creating references to the multidimensional performance of agroecology and its potential to contribute to multiple SDGs; · Build knowledge and empower producers through the collective process of producing and sharing data and evidence based on their own practices; · Support agroecological transition processes at different scales, in different locations and different timeframes by proposing a diagnostic of performances over time and by identifying areas of strengths/weaknesses and enabling/disabling environments. This document provides guidance on how to assess agroecology by carrying out a diagnostic of production systems with regard to various dimensions (environmental, social, economic) and in a variety of contexts (production systems, communities, territories, agro-ecological zones, etc.). It explains how the analytical framework proposed by FAO was developed, what its underlying principles are and what its methodological components are. This document can be used to develop projects aiming to build evidence and collect data about sustainable agriculture and the particular role of agroecological approaches. It can also be used to analyze how existing efforts to measure agroecology can contribute to building globally relevant and harmonized evidence.

Mozambique is a low income country, with almost 70 percent of the population living in rural areas. Farmers suffer from lack of access to technology and qualified technical services. The country is also extremely vulnerable to increasingly prevalent natural phenomena, such as cyclones Dineo, Idai and Kenneth, which destroyed crops and agricultural infrastructure between 2017 and 2019. The country faces challenges in implementing regulatory instruments for the integration of practices climate change adaptation (CCA) in the agricultural sector. The Government of Mozambique, the Food and Agriculture Organization of the United Nations (FAO) and the Global Environment Facility (GEF) have joined efforts to increase the capacity of Mozambique's agricultural and pastoral sectors to deal with climate change.The project generated relevant results, including the incorporation of specific actions for CCA in strategic plans at ministerial level and in Economic and Social Plans and District Budgets (PESOD); the preparation of Mozambique's nationally determined contribution (NDC); the creation of local and community plans to adapt to climate change; the installation of 11 agrometeorological stations and greater financial autonomy for beneficiary women.The evaluation recommended that FAO support the government to ensure the integration of CCA into key policy documents and the integration of the Farmer Field Schools (FFS) into future rural development programmes, including the new Sustenta Programme, and that, in future programmes, FAO will focus on developing value chains and promoting farmers' access to markets.

This book presents evidence-based research on climate-neutral and resilient farming systems and further provides innovative and practical solutions for reducing greenhouse gas emissions and mitigating the impact of climate change. Intensive farming systems are a significant source of greenhouse gas emissions, thereby contributing to global warming and the acceleration of climate change. As paddy rice farming is one of the largest contributors, and environmentally damaging farming systems, it will be a particular focus of this book. The mitigation of greenhouse gas emissions needs to be urgently addressed to achieve the 2°C target adopted by COP21 and the 2015 Paris Agreement, but this is not possible if local and national level innovations are not accompanied by international level cooperation, mutual learning and sharing of knowledge and technologies. This book, therefore, brings together international collaborative research experiences on climate-neutral and resilient farming systems compiled by leading scientists and experts from Europe, Asia and Africa. The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.
