There are two defining moments in St. Louis political history: the 1876 divorce of the city from its county and the 1914 charter adoption. The institutions created at these times produced a factional and fragmented city government, thoroughly grounded in machine politics. Stein examines major themes in urban politics over the last century: race, redevelopment, suburbanization, and leadership. St. Louis mayors must deal with the comptroller and the president of the board of aldermen plus twenty-eight aldermen elected from wards. State law says the city must also have eight county offices--offices that perform county functions for the city. Power is difficult to amass in this factional and fragmented universe. In St. Louis politics, consensus building and alliances can prove to be more important than election-night victory. St. Louis's political culture stems from the city's fragmented nature. Its philosophy is often: "you go along to get along" or "go home from the dance with the guy that brung you." Individual friendships are of great importance. Within this environment, class and racial cleavages also affect political decision making. Although St. Louis elected its first African American official in 1918, genuine political incorporation has been long in coming. Several decades ago, issues of class and race prevented St. Louis from adopting a new charter, with more streamlined public offices. Today, some St. Louisans cry out for home rule and governmental reform. Stein's work helps to demonstrate that institutions structure political behavior and outcomes. Changing institutions can make a difference, after political culture adapts to the new playing field.

Rising Subjects explores the change of the public sphere in Russian Poland during the 1905 Revolution. The 1905 Revolution was one of the few bottom-up political transformations and general democratizations in Polish history. It was a popular rebellion fostering political participation of the working class. The infringement of previously carefully guarded limits of the public sphere triggered a powerful conservative reaction among the commercial and landed elites, and frightened the intelligentsia. Polish nationalists promised to eliminate the revolutionary “anarchy” and gave meaning to the sense of disappointment after the revolution. This study considers the 1905 Revolution as a tipping point for the ongoing developments of the public sphere. It addresses the question of Polish socialism, nationalism, and antisemitism. Contentious Republicans explores the mid-nineteenth-century rise of mass electoral democracy in the southwestern region of Colombia, a country many assume has never had a meaningful democracy of any sort. James E. Sanders describes a surprisingly rich republicanism characterized by legal rights and popular participation, and he explains how this vibrant political culture was created largely by competing subaltern groups seeking to claim their rights as citizens and their place in the political sphere. Moving beyond the many studies of nineteenth-century nation building that focus on one segment of society, Contentious Republicans examines the political activism of three distinct social and racial groups: Afro-Colombians, Indians, and white peasant migrants. Beginning in the late 1840s, subaltern groups entered the political arena to forge alliances, both temporary and enduring, with the elite Liberal and Conservative Parties. In the process, each group formed its own political discourses and reframed republicanism to suit its distinct needs. These popular liberals and popular conservatives bargained for the parties’ support and deployed a broad repertoire of political actions, including voting, demonstrations, petitions, strikes, boycotts, and armed struggle. By the 1880s, though, many wealthy Colombians of both parties blamed popular political engagement for social disorder and economic failure, and they successfully restricted lower-class participation in politics. Sanders suggests that these reactionary developments contributed to the violence and unrest afflicting modern Colombia. Yet in illuminating the country’s legacy of participatory politics in the nineteenth century, he shows that the current situation is neither inevitable nor eternal.
