Excerpt from The Transvaal Crisis I Am offering this reprint of the real grievances of the Uitlanders to the public because, though the grievances remain substantially the same as they were eighteen months ago, the public interest in them has enormously increased, and I find that very many people who did not care to read an article on them in February 1898 are now extremely anxious to study the question and find out 'what it is all about.' For those who have not carefully considered the subject it may be useful to bear the following facts in mind. The portion of South Africa comprised in the British sphere of influence - that is to say, the territory in which England would not tolerate the interference of any foreign Power, and would fight to the death before any such interference could take place - is divided into five great provinces: 1. Natal. 2. The Transvaal. 3. The Orange Free State. 4. The Cape Colony. 5. Rhodesia. These five divisions comprise within their boundaries 1,159,237 square miles, or an area equal to the total extent of France, Germany, Spain, Italy, Austria, and Hungary, and this vast territory has at present an extremely scanty population. Excerpt from Documents and Correspondence Relating to the Judicial Crisis in the South African Republic; Transvaal I have deemed it advisable to translate and publish the documents and correspondence in my possession, and which were called into existence by the draft measure proposed by President Kruger for the approval of the Transvaal Volksraad. This measure, it will be remembered, was, without any previous publication, hurried through the Volksraad in the short space of three days. By this so-called law, No. 1 of 1897, the President is "empowered to ask the members of the judiciary whether they deem it in accordance with their oath and duty to dispense justice according to the existing and future laws and Volksraad resolutions, and not to arrogate to themselves the so-called testing right; and His Honour is further empowered to dismiss from office those members from whom His Honour receives a negative answer, or, in his opinion, insufficient answer, or no answer whatever, within the time given by him for that purpose." I publish these documents without any comment, as I may probably, at a later date, write fully on the constitutional question, and on the circumstances which have brought about the judicial crisis in the Transvaal. The documents A, B, and C, placed in the Appendix, although not sent to the President, may help to throw light on the subject. Excerpt from The Transvaal From Within: A Private Record of Public Affairs It is realized that much of what might properly appear in a private record will be considered rather superfluous in a book designed for wider circulation. For instance, a good deal of space is given to details of the trial and the prison life of the Reformers, which are of no interest whatever to the public, although they form a record which the men them selves may like to preserve. These might have been omitted but that the writer desired to make no alterations in the original text except in the nature of literary revision. The writer maybe charged by the peace party with deliberately selecting a critical and anxious time as oppor tune to contribute a new factor to those already militating against a peaceful settlement. Two replies could be made to this: one an excuse and one an answer. It would be an excuse that the writer did not deliberately select the time of publication, but that the Transvaal Government in its wisdom chose to impose silence for three years, and that the project with which their action had interfered was resumed at the earliest possible moment. The coincidence of another crisis with the date of emancipation may be an unlucky coincidence, or it may be a result. But there is neither necessity nor intention to offer excuses. The responsibility is accepted and the answer is that a case so sound needs only to be understood, that a recital of the facts must help to dispel the mists of race prejudice and mis understanding which are obscuring the judgment of many; and that a firm but strictly just and dignified handling of the question by the Imperial Government is the only possible way to avert a catastrophe in South Africa. It is essential therefore that first of all the conditions as they are should be understood; and this record is offered as a contribution to that end.
