Since the emergence of post-Soviet states in the Eurasian space there has been considerable reflection on the role that the state has played in the local and global arenas. Transformation from being part of the ‘Soviet’ to independent existence has meant state involvement in the forging of new nations out of disparate identities based on the criteria of national languages, the reinterpretation of historical events, depiction of personality-centric themes, the portrayal of illustrative careers and the rhetoric of development. This volume focuses on some of the aspects of this involvement through studies of the performative role of the Central Asian states in the arena of politics, diplomacy, culture, historical memory, and their interaction within the Eurasian space. It reflects on ways in which the state reacts to society and how discourses in the field of economy, society and culture dovetail with or diverge from the political discourse about state-building. Relations between formal institutions and informal structures; emerging conceptions of democracy in the context of the Tulip Revolution in Kyrgyzstan and the disruptive events in western Kazakhstan during the twentieth anniversary of the republic’s independence; the nature of bilateral and multilateral alignments among regional and interregional actors are some of the aspects through which the role of the state has been examined by the authors. The study revolves round the relationship between space and transitional identity in Kazakhstan in the post-Soviet period. Emergent discourses about cosmopolitanism suggest multiple interactions in a transitional space. The cosmopolitanism of our times implies the dynamic responses of communities in transition. The diversities and heterogeneities instead of the specifics, the encounters, the networks, the challenges, the ways of living, the multitude of fates need to be considered. The picture is far bigger as there are infinite ways of being and belonging. The images are of the many, and as suggested here, relate to the Kazakh conscience. The Kazakh conscience represents a repertoire of diverse opinions regarding Eurasianism, intellectuals’ reformist agenda, zhuz legacy, people’s histories. What stands out is the wider milieu of a cosmopolitan Almaty which is the home of a cultural elite or a citified Astana that has been showcased as the “appropriate site” of the Kazakhs’ steppe identity. The variety is also seen in the case of Uyghur neighbourhoods of Almaty, in the frontiers of Akmolinsk oblast reminiscent of Tsarist Russia’s Cossack military fortresses, in gulag memorials near Astana and in the Caspian hub Atyrau that is iconised as the oil fountain of the present century. Kazakh borderlands have a completely different profile—that of shared spaces. The Kazakhs’ attachment to their homeland is a constant—but the question is whether that territorial reality fits into other paradigms of identity and belonging. Such questions arise in the case of Mongolian Kazakhs and Uyghurs of Semirechie—in both cases the sentiment of place is strong compared to the overwhelming global experiences of the mainland Kazakhs. This book discusses the significance of cultural symbols/‘images’ in the nation-building of Eurasian states that emerged out of the former Soviet Union. It particularly focuses on the cases of Uzbekistan and Kazakhstan in the post-Soviet era and argues that the relationship between nation- and image-building has been particularly relevant for Eurasian states. In an increasingly globalized world, nation-state building is no longer an activity confined to the domestic arena. The situating of the state within the global space and its ‘image’ in the international community (nation branding) becomes in many ways as crucial as the projection of homogeneity within the state. The relationship between politics and cultural symbols/ ‘images’, therefore acquires and represents multiple possibilities. It is these possibilities that are the focus of Symbols and the Image of the State in Eurasia. It argues that the relationship between politics and cultural symbols/ ‘images’, became particularly relevant for states that emerged in the wake of the disintegration of the Soviet Union in Central Asia. It extends the argument further to contend that the image that the state projects is largely determined by its legacy and it attempts to do this by taking into account the Uzbek and Kazakh cases. In the shaping of the post-Soviet future these legacies and projections as well as the policy implications of these projections in terms of governmentality and foreign policy have been decisive.

Translocality, Entrepreneurship and Middle Class Across Eurasia is a comprehensive, multi-sited ethnography about the unfolding of capitalism across Eurasia and the advent of a new middle class since the late Soviet era. Based on extensive fieldwork, the book follows three generations of ethnic Kyrgyz in three distinct eras and sites: The early bazaar traders of Novosibirsk (Russia), the post-2000 middlemen operating in Guangzhou (China) and the ‘new entrepreneurs’ who have emerged at home in Kyrgyzstan around 2015. The book advocates translocality as an innovative concept to better understand the dialectic of mobility and emplacement in contemporary livelihoods and value chains that transgress not only political borders, but also less tangible socio-cultural boundaries. Through this lens, the chapters forcefully demonstrate how ways of business-making align or conflict with notions of ethnic belonging, diaspora, sociability or gender, in and in-between various locations. Proposing the imaginary of commercial journeys, the book documents the aspirations, adjustments and struggles of an emergent middle class, whose neoliberal subjectivity is inspired by a flexible entrepreneurial spirit of ‘Kyrgyzness’, and who navigate in a market environment that recently has been shifting towards more actor diversification, service orientation and rule-based formalization.
