Seminar paper from the year 2009 in the subject Economics - Job market economics, grade: C, Lillehammer University College, language: English, abstract: Even in a time as we experience now, where a lot of companies becoming bankrupt, it is more important than ever, to have a look on those people who are directly affected by the economic crisis. These are especially people who lost their job in consequence of cutbacks in manpower or bankruptcy. It is interesting to see how the European countries are working together to decrease the aftermaths of the present crisis. In this essay I will analyse in which way the German and the Norwegian Social system works, especially the facilities for unemployed people. And I will try to show the historical and organisational differences of both systems. In this reason I will give a short overview over the different "welfare regimes" in Europe first and describe how to classify them into three big groups, according to Gøsta Esping-Andersen, who worked a lot in this field of study. Afterwards I will have a look on the historical and organisational design of the social system of one of the world's richest countries - Norway. In point 3b I will describe how Norway manages the unemployment and what kind of benefits unemployed persons will get. After that, in point 4, I will examine the case of Germany, as the birthplace of the welfare state in Europe. As I divided the chapter about Norway into one historical part and one part about the benefits for unemployed persons, I did it with this part as well. At the end of this essay I will make a short conclusion, in which I will discuss the pros and cons of both systems and present, why it is so difficult to find the right balance in the level of unemployment benefits.

One suggested solution to this problem has gained more popular and academic support in recent years: the idea of a universal, unconditional basic income (UBI). This study, therefore, examines whether and how UBI could support social security systems in the UK, Germany and Sweden in order to achieve their aims and fulfil their functions, and thus to improve insufficient social security. Since effectiveness and efficiency describe the functionality of social security systems, the study focuses on these two aspects. These aspects will be used to theoretically discuss expected effects of UBI along with the main aims and functions of key policies in each country in regard to their effectiveness and efficiency. In comparison with current social security schemes in each country, the study demonstrates that UBI is able to deal better with several traditional and new risks, despite problems with higher expectations and living standards. UBI provides basic needs and will especially pull risk away from people in need. Additionally, it alleviates poverty and fosters social cohesion. These achievements help to improve the effectiveness and efficiency of the social security systems in the UK, Germany and Sweden.

After 25 years of expansion and liberalisation in the post-war period, social security policies in industrial countries have been encountering stresses and strains in the 1970s and 1980s in an environment of slower economic growth, concern over inflation and high unemployment. This has led to intensified controversy between conservatives, who blame economic instability on the generosity of the welfare state and liberals who defend the role of social security programmes in contributing to economic stability and preventing people from falling into poverty. The discussion focuses on questions such as the relative merits of earnings-related, income-tested and universal benefits; who bears the financial burden; and the impact of social security benefits on incentives to work. Among the controversial issues receiving considerable attention are the arguments over the persistence of high unemployment in Western Europe, the attacks on 'entitlements' that benefit the middle class and the growing problem of disadvantaged youth, especially in the ghetto areas of large cities in some of the Western European countries and in the United States.
