The emergence of the international oil corporation as a political actor in the twentieth century, seen in BP's infrastructure and information arrangements in Iran. In the early twentieth century, international oil corporations emerged as a new kind of political actor. The development of the world oil industry, argues Katayoun Shafiee, was one of the era's largest political projects of techno-economic development. In this book, Shafiee maps the machinery of oil operations in the Anglo-Iranian oil industry between 1901 and 1954, tracking the organizational work involved in moving oil through a variety of technical, legal, scientific, and administrative networks. She shows that, in a series of disagreements, the British-controlled Anglo-Iranian Oil Company (AIOC, which later became BP) relied on various forms of information management to transform political disputes into techno-economic calculation, guaranteeing the company complete control over profits, labor, and production regimes. She argues that the building of alliances and connections that constituted Anglo-Iranian oil's infrastructure reconfigured local politics of oil regions and examines how these arrangements in turn shaped the emergence of both nation-state and transnational oil corporation. Drawing on her extensive archival and field research in Iran, Shafiee investigates the surprising ways in which nature, technology, and politics came together in battles over mineral rights; standardizing petroleum expertise; formulas for calculating profits, production rates, and labor; the “Persianization” of employees; nationalism and oil nationalization; and the long-distance machinery of an international corporation. Her account shows that the politics of oil cannot be understood in isolation from its technical dimensions. Once considered of little import, the social history of labor in the Middle East emerged in the 1980s as a major area of research, as historians sought to uncover the roots of working-class organizing. This volume, the first in an important new series, presents a broad overview of recent literature on the history of workers in the Middle East since 1800 in a bold effort to bring together new directions in research and to reexamine the relevance of established ones. Contributors explore the history of labor by situating state-led industrialization within the context of older artisanal social communities. They examine how industrialization enhanced government control over the economy as a whole and analyze the public's reaction to centralized economic authority. They also explain the longevity of social coalitions supporting state industrial monopolies and examine their breakdown, along with the emergence of Islamist and other oppositional movements. This new community of elites stretched across Iran, Iraq, Saudi Arabia, Venezuela, Algeria, and Libya. Completed in 1938, the Trans-Iranian Railway connected Tehran to Iran's two major bodies of water: the Caspian Sea in the north and the Persian Gulf in the south. Iran's first national railway, it produced and disrupted various kinds of movement—voluntary and forced, intended and unintended, on different scales and in different directions—among Iranian diplomats, tribesmen, migrant laborers, technocrats, railway workers, tourists and pilgrims, as well as European imperial officials alike. Iran in Motion tells the hitherto unexplored stories of these individuals as they experienced new levels of mobility. Drawing on newspapers, industry publications, travelogues, and memoirs, as well as American, British, Danish, and Iranian archival materials, Mikiya Koyagi traces contested imaginations and practices of mobility from the conception of a trans-Iranian railway project during the nineteenth-century global transport revolution to its early years of operation on the eve of Iran's oil nationalization movement in the 1950s. Weaving together various individual experiences, this book considers how the infrastructural megaproject reoriented the flows of people and goods. In so doing, the railway project simultaneously brought the provinces closer to Tehran and pulled them away from it, thereby constantly reshaping local, national, and transnational experiences of space among mobile individuals.
