Excerpt from The Smoke Nuisance The second pamphlet issued by the American Civic Association after its organization in 1904 was one dealing with the smoke nuisance prepared by Frederick Law Olmsted, Jr., of Brookline, Massachusetts. It has had a wide circulation and has proved a most useful statement of fundamental principles. A number of editions have been called for. Since its publication, however, there has been a very great and encouraging development of public sentiment in the question and a corresponding demand for information and concrete suggestions. This present pamphlet is intended to meet that need. As R. C. Harris, Property Commissioner of Toronto, said, "I believe that an interchange of ideas, and a tendency toward uniform legislation, will greatly assist in the remedy of this public nuisance." The present pamphlet is intended to provide this interchange of ideas and to promote a tendency towards uniform legislation, and generally to create an intelligent public opinion on the smoke nuisance and to indicate measures of effective remedy. The pamphlet contains Mr. Olmsted's original leaflet brought up to date, with references to the recent statutes and ordinances. It also contains the helpful paper of Mr. George W. Welden, of the New York, New Haven & Hartford Railroad, on "The Smoke Nuisance on Railroad Locomotives," which paper was read at the Providence meeting of the American Civic Association in November, 1907; also the larger part of Paul M. Chamberlain's paper on "Boiler Room Economy," delivered before the Milwaukee meeting of the International Association for the Abatement of the Smoke Nuisance. Members of the Association and others interested in this work will find the recent pamphlet prepared by D. T. Randall, issued by the Federal Government through the Geological Survey, and the pamphlet by Prof. L. P. Breckenridge, on "How to Burn Soft Coal Without Smoke," issued by the University of Illinois, extremely useful documents. Excerpt from Smoke Abatement: A Manual for the Use of Manufacturers, Inspectors, Medical Officers of Health, Engineers, and Others In preparing the present volume it has been the object of the author to give, as concisely as possible, an account of the smoke abatement movement, and to indicate the means by which the smoke nuisance may be combated, and, it is to be hoped, finally overcome. The present age is essentially one of industrial growth and expansion; it is also one in which there may be detected the gradual awakening of a national conscience in regard to questions of hygiene and to all that concerns the well-being of the community. This being so, no excuse is needed for calling attention to the serious harm which results from the unrestricted emission of smoke, and it has been the aim of the author to show that, so far from its being a necessary evil, it is one that is easily remediable, and for the removal of which adequate legal machinery actually exists. The emission of smoke is unsound both economically and hygienically; economically, inasmuch as it involves a direct waste of valuable fuel, and hygienically, as it is a direct cause of lowered vitality in those compelled to breathe the vitiated atmosphere, and hence increases their susceptibility to infectious disease. Excerpt from The Smoke Problem of Great Cities The committee was purely voluntary originally it relied to a considerable extent upon the good Offices of the Lancet, which had not only facilities in regard to publication but also a laboratory which was then in charge of the late Mr. S. A. Vasey, himself a member of the committee. He was very helpful in finding a way through the difficult questions Of the chemical analysis of the large bottles Of dirty water which represented a month's material for investigation. The other active members of the committee were Dr. Des Voeux, treasurer of the Coal Smoke Abatement Society, Mr. J. G. Clarke, Dr. R. Lessing, all of London, Mr. J. B. O. Kershaw, of Manchester, and Bailie W. Smith, of Glasgow. Some of these names were already well-known, and have now become still better known, in connection with the Smoke problem of great cities, but the question referred to the committee was limited to the investigation of the amount and nature of atmospheric pollution for its own sake, to adopt a phrase that, by long use, has acquired a sort of scientific implication.
