Excerpt from The Senate of the United States: And Other Essays and Addresses, Historical and Literary On the thirtieth day of May, 1913, Mr. Bryan as Secretary of State made proclamation that the requisite number of States had ratified the amendment to the Constitution of the United States providing that henceforth United States Senators should be elected direct popular vote and not by the legislatures of the different States as established by the Constitution of 1787. This amendment, strictly speaking, is only a change in the mechanism of election and does not either increase or diminish the powers or essential attributes of the Senate, although it will undoubtedly have ultimately a more or less marked effect upon the quality and character of the membership of that body. It is, none the less, a memorable amendment because, while it is the seventeenth which has been adopted since the Constitution went into operation, it is the first which in any way touches or affects the Senate of the United States. With the single exception of the House of Lords, the United States Senate is the oldest upper or second chamber in any great national legislature now in existence. Under the provisions of the Constitution framed in 1787 the Senate met for the first tune on the fourth day of March, 1789. Created in 1787, the United States Senate is one of the two chambers of the Congress of the United States, the other being the House of Representatives. In the Senate, each state is equally represented by two members, regardless of population; as a result, the total membership of the body is 100. Senators serve for six-year terms that are staggered so elections are held for approximately one-third of the seats (a "class") every second year. The Vice President of the United States is the presiding officer of the Senate but is not a senator and does not vote except to break ties. The Senate is regarded as a more deliberative body than the House of Representatives; the Senate is smaller and its members serve longer terms, allowing for a more collegial and less partisan atmosphere that is somewhat more insulated from public opinion than the House. The Senate has several exclusive powers enumerated in the Constitution not granted to the House; most significantly, the President must ratify treaties and make important appointments "with the Advice and Consent of the Senate" (Article I). This fully-indexed chronology and institutional bibliography traces the sometimes tumultuous history of this august body.
