This book presents a narrative of Scottish politics since devolution in 1999. It compares eight years of coalition government under Scottish Labour and the Scottish Liberal Democrats with four years of Scottish National Party minority government. It outlines the relative effect of each government on Scottish politics and public policy in various contexts, including: high expectations for ‘new politics' that were never fully realised; the influence of, and reactions from, the media and public; the role of political parties; the Scottish Government's relations with the UK Government, EU institutions, local government, quasi-governmental and non-governmental actors; and, the finance available to fund policy initiatives. It then considers how far Scotland has travelled on the road to constitutional change, comparing the original devolved framework with calls for independence or a new devolution settlement. The book draws heavily on information produced since 1999 by the Scottish Devolution Monitoring project (which forms one part of the devolution monitoring project led by the Constitution Unit, UCL) and is supplemented by new research on public policy, minority government, intergovernmental relations and constitutional change.

The thesis explored how media interacts with politics, specifically the Scottish Parliament, by considering the representation of the Scottish Parliament in the newspapers from the time the Scots voted for a parliament (1997) through the years following the beginning of the Scottish Parliament (1999-2003). It compared various newspapers from Scotland and the United Kingdom during this time and examined their reporting on the parliament. It also evaluated specific differences between the UK and Scottish Parliaments, where they originated and how newspapers and other media were involved in the conversation. This research found that press representation and media framing is important in the formation of government, the Scottish press discussed what the new Parliament could look like and facilitated discussion about the futures of the Parliament. It is also analyzed the presence of bias in political reporting, which was found to be common in newspapers in the UK. The bias presented in the vote for a Scottish Parliament could be considered justified because it was expected and represented the wider political opinion, but should be used with caution to ensure there is still a correct report of the news. This study is expected to contribute to further research on media representation of politics, specifically with new governments or future political events in Scotland.

This book is unique in analysing the new Scottish Parliament from a systematically comparative perspective. Its basic premise is that since devolution in 1999 Scotland can be considered a Scandinavian-style democracy with several features of a Scandinavian-style parliament. The basic research question, therefore, is: 'Has the Scottish Parliament in its first four-year term manifested a Scandinavian-style politics in the sense that there has been a high incidence of inter-party negotiation within Parliament?' The architects of the Scottish Parliament saw the committees as the motor of a 'new politics' and gave them extensive powers. Outside Austria, only the Swedish and Icelandic committees have comparable powers. Accordingly, the study sets out to describe and analyse the workings of the committees in the Scottish, Swedish and Icelandic Parliaments. The concluding chapter also discusses the operation of the Danish, Finnish and Norwegian committees.
