The Exchange District, once a vital part of Winnipeg's industrial district, has been struggling with disinvestment due largely to the shift from manufacturing-based to the service- and technologically-based economy in the city. This process of deindustrialization has transformed the warehouse structures in the Exchange District, to the point where they have become obsolete and no longer economically viable. Despite efforts from all three levels of government to rejuvenate the Exchange District, the process has been very slow and, to a large extent, unnoticeable. However, over the years, the area has been transforming slowly into an arts district. This thesis examines the importance of arts in urban life in general, and in Winnipeg's Exchange District in particular, through the proposal of a 'biennial' (a bi-annual international art exhibition) that might act as catalyst in this area's transformation into an artist village/center. Case studies of biennials in cities such as Newcastle upon Tyne in England, Kassel in Germany, and Venice in Italy are compared with respect to the social and economic impacts they have on the cities. Interviews with key players in Winnipeg such as planners, architects, cultural workers and stakeholders on the topic of a hypothetical biennial focused on the potential social, cultural and economic impacts of a biennial in order to address the central question of whether a biennial might be beneficial to the Exchange District and, by extension, to the City of Winnipeg. Highlighted are a number of recommendations, if a formal proposal for a biennial in the Exchange District were to be developed.

"Authorized Heritage" analyses the history of commemoration at heritage sites across western Canada. Using extensive research from predominantly government records, it argues that heritage narratives are almost always based on national messages that commonly reflect colonial perceptions of the past. Yet many of the places that commemorate Indigenous, fur trade, and settler histories are contested spaces, places such as Batoche, Seven Oaks, and Upper Fort Garry being the most obvious. At these heritage sites, Indigenous views of history confront the conventions of settler colonial pasts and represent the fluid cultural perspectives that should define the shifting ground of heritage space. Robert Coutts brings his many years of experience as a public historian to this detailed examination of heritage sites across the prairies. He shows how the process of commemoration often reflects social and cultural perspectives that privilege a conventional and conservative national narrative. He also examines how class, gender, and sexuality often remain apart from the heritage discourse. This Masters of Interior Design practicum project examines the relationship between adapting existing structures and employing nutritional programs, as a means to design an interior environment that meets some of the cultural and dietary needs of residents in the Exchange District community in Winnipeg, Manitoba. Through a proposal of redesigning the Kay Building in the Exchange District, this project adaptively reuses the site through insertion, installation, and narration to implement community food security objectives based on an analysis of inhabitants, food and health, and sustainability. Informed by these concepts, interventions, and programs involving food and art were explored in an interior context to retain the historical value of the site, alleviate food insecurity in the area, and support the art community. Utilizing interior design, this project employs an interdisciplinary investigation to strategize and integrate elements of revitalization to cultivate historical and cultural integrity and food security in the growing community.
