The energy sector still represents the biggest contributor to the kingdom’s GDP, although its share of the economy has been falling as non-oil sectors continue to drive growth. The kingdom’s financial sector represents the second-largest contributor to GDP, accounting for 16.5% in 2014, with Bahrain recognised as a pioneer in Islamic finance, having been the first country in the world to introduce and implement rules specific to Islamic banking in 2001. This book presents the views of various international law and human rights experts on the contested meaning, scope of application, value and viability of R2P; the principle of the Responsibility to Protect . R2P refers to the notion that the international community has a legal responsibility to protect civilians against the potential or ongoing occurrence of the mass atrocity crimes of genocide, large scale war crimes, ethnic cleansing and crimes against humanity. R2P allows for intervention where the individual State is unable or unwilling to so protect its people or is in fact a perpetrator. The book addresses also the controversial issue of whether intervention by States implementing R2P with or without the endorsement of the United Nations Security Council constitutes a State act of aggression or instead is legally justified and not an infringement on the offending State’s sovereign jurisdiction. The adverse impact on global peace and security of the failure to protect civilians from mass atrocity crimes has put in stark relief the need to address anew the principle of ‘responsibility to protect’ and the feasibility and wisdom of its application and this book is a significant contribution to that effort. Sectarian Order in Bahrain connects the rise of colonial criminal justice in Bahrain and sectarianism, making detailed use of an archival cache of colonial criminal court cases in the British Library, and offering a critical analysis. Using primary and secondary historical documents, including ethnographic and anthropological accounts, the book links major themes in critical and cultural criminology, southern criminology, historical sociology, post-colonialism, and Gulf studies which have not been adequately examined together. It drills down on an important group of surviving criminal court case files, and shows how they can describe the problem of and inform solutions to sectarian discrimination in Bahrain. There are two major shifts in notions of the social order and order maintenance that characterize the 20th century, highlighting a sectarianism modus operandi within the colonial criminal justice system. The shifts are the criminalization of inter-tribal competition and honor-based modes of behavior in order to prevent intra-Sunni contestation and to unite Sunnis under Al-Khalifah and colonial authority; and the invention of indigenous Shi’a and Persian Bahrainis as a criminal class as an extension of the sectarianism long practiced by the Al Khalifah (and other Sunni tribes). Together these two shifts birth a modern criminal justice system that institutionalizes Sunni chauvinism and Shi’a discrimination, problems evident in the Bahraini criminal justice system today.

The discourse on migration outcomes in the West has largely been dominated by issues of integration, but it is more relevant to view immigration in non-Western societies in relation to practices of exclusion and inclusion. Exclusion refers to a situation in which individuals and groups are usually denied access to the goods, services, activities and resources associated with citizenship. However, this approach has been criticised in relation to gender issues, which are very relevant to the situation of migrants. The authors in this volume address this criticism. Furthermore, when framed within a North–South discourse, it may be potentially ethnocentric to assume that the experience of exclusion is cross-culturally uniform. Indeed, work on migration issues has invariably been conducted within such a discourse. The contributors go beyond this binary discourse of ‘exclusion versus inclusion’ which has dominated migration research. They examine the situation of migrants in the Middle East and Asia as one that encompasses both exclusion and inclusion, addressing related concepts of empowerment, ethnocracy, the feminisation of migration and gendered geographies of power, liberal constraint and multiculturalism, individual agency, migrant-friendly discourses, spaces of emancipation and spaces of insecurity. The book highlights current research in the Arab Gulf states, and examines multiculturalism in Asia more broadly. It will be of particular interest to students and researchers in international labour migration studies in the Middle East and Asia.
