During the past three decades, health care systems in the East Asian regions of China, Japan, South Korea, and Taiwan have undergone major changes. Each system has its unique achievements and challenges. Global health care policymakers are increasingly interested in understanding the changes that have taken place in these four systems. This four-volume reference set is designed to help health care professionals, academics, policymakers, and general readers gain a good grasp of the background and latest developments in the health care systems of China, Japan, South Korea, and Taiwan. This reference set provides an in-depth comparative health policy analysis and discussion of health care reform strategies in each of these systems. One unique feature of this set is that each volume has been edited by a leading scholar who has been deeply involved in the development of the health care system in that particular region. Each of these editors also has invited both scholars and practitioners to provide a first-hand description and analysis of key health care reform issues in that system. Objectives: To describe how health care crisis resulting from the COVID-19 pandemic in South Korea has led to innovation and changes to government policy. This paper presents the significant cluster events, relevant developments of innovation, and economical impact in Korea that could inform policy makers on how to respond to health crises in the future. Methods: Health care, economy, epidemiological data are collected from various sources including the Korea Centers for Disease Control and Prevention (KCDC) or other government sources. Results: The KCDC jointly with medical professionals developed a series of innovations such as 1) Full contact tracing and rapid testing with a 12 hours turnaround and 10 minutes movement tracking systems, 2) transparent disclosure of all contract tracing data to the public through a central database, 3) Drive-Through and Walk-Through testing methods, and 4) a 4 tier patient severity index and community treatment isolation centers. Korea moved from the 4th in the world for total confirmed cases in March down to 76th in August. Conclusions: Expedited enforcement of amended legislation acts to protect the healthcare workforce resulted in only 10 healthcare professionals contracting the virus while caring for Covid-19 patients. This has resulted in minimal human capital loss and the government was able to re-direct existing medical workforce to areas in need. The quarantine strategies implemented resulted in little need to lock down the whole economy but also limited the cost spent to gain a year of life to 193,848 Won (US$163).

Do the pressures of economic globalization undermine the welfare state? Contrary to the expectations of many analysts, Taiwan and South Korea have embarked on a new trajectory, toward a strengthened welfare state and universal inclusion. In Healthy Democracies, Joseph Wong offers a political explanation for health care reform in these two countries. He focuses specifically on the ways in which democratic change in Taiwan and South Korea altered the incentives and ultimately the decisions of policymakers and social policy activists in contemporary health care debates.Wong uses extensive field research and interviews to explore both similarities and subtle differences in the processes of political change and health care reform in Taiwan and South Korea. During the period of authoritarian rule, he argues, state leaders in both places could politically afford to pursue selective social policies—reform was piecemeal and health care policy outcomes far from universal. Wong finds that the introduction of democratic reform changed the political logic of social policy reform: vote-seeking politicians needed to promote popular policies, and health care reform advocates, from bureaucrats to grassroots activists, adapted to this new political context. In Wong's view, the politics of democratic transition in Taiwan and South Korea has served as an effective antidote to the presumed economic imperatives of social welfare retrenchment during the process of globalization.
